The Chief of Information is the direct representative of the Secretary of Star Fleet (SECFLEET) and of the Commander in Chief of Star Fleet (CINCSF) combined forces in all public affairs and internal relations matters. As such, the Chief of Information has the authority to implement public affairs and internal relations policies and to coordinate Navy and Marine Corps public affairs and internal relations activities of mutual interest.

CHINFO advises the SECFLEET and CSFO on matters of policy relating to the public's understanding of the role of Star Fleet Naval/Star Fleet Marine Corps team, and policies and methods of information dissemination as a means to increase public awareness and transparency.

Chief of Staff, Star Fleet Office of Public Affairs

The Chief of Staff (CoS) serves as the principal advisor to the CHINFO and the central architect of the department's operational strategy. This senior billet acts as the primary conduit between high-level command intent and the functional execution of interstellar communication, ensuring that Starfleet’s mission of peaceful exploration and defense is accurately and transparently conveyed to the citizens of the United Federation of Planets. By harmonizing administrative oversight with strategic foresight, the CoS ensures the Office remains a cohesive, agile, and responsive instrument of Federation diplomacy across all sectors.

The responsibilities of the CoS involve the comprehensive synchronization of all OPA sub-divisions, including Media Relations, Historical Records, and Interstellar Outreach. Key duties include overseeing the department’s multi-sector communications strategy, managing senior officer assignments, and directing the rapid-response protocols for high-priority diplomatic crises or sensitive first-contact scenarios. Additionally, the CoS serves as the lead liaison to Star Fleet Command and media outlets such as the Federation News Network (FNN), ensuring that all public narratives are strictly aligned with current geopolitical objectives and the ethical mandates of the Prime Directive.

Vice Chief of Information, Star Fleet Office of Public Affairs (VCI)

The Vice Chief of Information (VCI) serves as the second-in-command to the Chief of Information (CHINFO), typically holding the rank of Commodore/Brigadier General (O-7) or Rear Admiral/Major General (O-8). The VCI's primary duty is to oversee the daily internal management and strategic execution of the Star Fleet's public affairs enterprise, ensuring that CHINFO's policy and vision are translated into coherent and effective communication plans across all directorates.

Key responsibilities include managing the CHINFO staff, directing internal and external communication strategies, and acting as the CHINFO's representative in high-level planning and coordination meetings with the Fleet, Secretariat, and other Joint Public Affairs components. In essence, the VCI is the Star Fleet's chief public affairs integrator and operational manager, ensuring continuity and effectiveness of messaging, and assuming full responsibility for the office in the absence of the CHINFO.

Executive Assistant, Star Fleet Office of Public Affairs (EASFPA)

The Executive Assistant (EA) to the Chief of Information (CHINFO) is a high-tempo, critical billet, typically held by a Commander or Lieutenant Colonel (O-5), whose primary duty is to ensure the Chief of Information's daily operations and strategic focus are seamlessly supported. The EA serves as the gatekeeper, managing the CHINFO's complex schedule, prioritizing official visits, meetings, and correspondence, and facilitating all administrative and operational communications flowing into and out of the office.

Key responsibilities include preparing CHINFO for all high-level engagements (briefings, talking points, background materials), tracking action items across all directorates, and ensuring the efficient execution of CHINFO's directives, thereby acting as the operational link between the CHINFO and the rest of the staff and the Fleet.

Senior Enlisted Advisor, Star Fleet Office of Public Affairs (SEAPA)

The Senior Enlisted Advisor (SEA) to the Star Fleet's Chief of Information (CHINFO) is the most senior enlisted Mass Communication Specialist (MC) in the Star Fleet. Their central duty is to advise the CHINFO on all matters concerning the Mass Communication Specialist (MC) Rating and the effective execution of public affairs policy by enlisted personnel throughout Star Fleet.

Key responsibilities include shaping the MC rating's professional development, training, standards, and welfare, ensuring the enlisted public affairs force is proficient and ready to support Star Fleet messaging across all platforms, from traditional media to subspace outreach. The SEA acts as a crucial link between the CHINFO and the enlisted public affairs corps, directly reporting to the CHINFO and working closely with the CHINFO's various directorates (Media, Holographic, Plans) to integrate the enlisted perspective into strategic communication efforts.
