The SFSECIS Director reports to the UFP Director, Star Fleet Staff (DSFS), for executive oversight, institutional coordination, administrative accountability, and integration with Star Fleet Command. This relationship does not confer authority upon DSFS to direct, alter, suppress, or otherwise improperly influence individual investigations, findings, protective determinations, or other professionally independent activities of the Service.
Administrative control and executive oversight of SFSECIS are exercised through DSFS, while operational oversight of the Service is exercised through DIRFJIC as specifically authorized herein; neither relationship diminishes the Director in Charge's authority to direct the day-to-day activities, personnel, resources, and subordinate organizations of the Service.
SECFLEET will appoint a Special Assistant who serves as Director and chair of the Federation Joint Intelligence Committee (DIRFJIC), the composition of which includes the Directors of SFSECIS and OSFI, COMJAG, CSFMC, and CSFO. The SFSECIS Director is authorized to organize, assign, and reassign responsibilities among Service subordinate units.
The DIRFJIC has the sole authority to direct SFSECIS to delay, suspend, or terminate an investigation conducted by any Service component. Investigations being conducted at the request of the Star Fleet Inspector General (SFIG), may only be delayed, suspended, or terminated by the Federation Council.
The DIRFJIC will serve as the approving authority for all Defensive Counter-Intelligence Operations (OFCO) proposals. SFSECIS, as Star Fleet’s lead service for CI, has primary jurisdiction for CI matters and the authority necessary to conduct the full range of CI activities across all Star Fleet units Federation wide. SFSECIS has exclusive authority to conduct CI investigations and is Star Fleet’s lead service for OFCO in accordance with well-defined legal requirements.
Star Fleet personnel not accredited by the Director are prohibited from making any representation that indicates they have SFSECIS accreditation. Use of the titles “Field Agent”, “Special Agent” or any other recognized SFSECIS grade or title by anyone other than accredited personnel is prohibited.
In the event the DIRSFSECIS is incapacitated or for any reason unable to discharge the duties of the position, the DIRFJIC, with consent of SECFLEET, is authorized to appoint an Acting Director In Charge, who may serve for no more than thirty (30) days. At the same time, the FJIC will make recommendations for a replacement to SECFLEET from a rolling short list (which may include the Acting Director In Charge). SECFLEET will make an nominate a candidate, the Federation Council will confirm or reject the nomination.
