UNITED FEDERATION OF PLANETS OVERSIGHT
The SFSECIS Director in Charge (DIC) reports to the UFP Secretary of Star Fleet (SECFLEET), who has oversight of all Service operations. The SECFLEET serves as chair of the Federation Joint Intelligence Committee (FJIC), the composition of which includes the Directors of SFSECIS and OSFI, COMJAG, CSFMC, and CSFO. The SFSECIS Director in Charge (DIC) is authorized to organize, assign, and reassign responsibilities among Service subordinate units.
The SECFLEET has the sole authority to direct SFSECIS to delay, suspend, or terminate an investigation conducted by any Service component. Investigations being conducted at the request of the Star Fleet Inspector General (SFIG), may only be delayed, suspended, or terminated by the Federation Council.
The SECFLEET shall serve as the approving authority for all Defensive Counter-Intelligence Operations (OFCO) proposals. SFSECIS, as Star Fleet’s lead service for CI, has primary jurisdiction for CI matters and the authority necessary to conduct the full range of CI activities across all Star Fleet units Federation wide. SFSECIS has exclusive authority to conduct CI investigations and is Star Fleet’s lead service for OFCO in accordance with well-defined legal requirements.
Star Fleet personnel not accredited by the Director are prohibited from making any representation that indicates they have SFSECIS accreditation. Use of the titles “Field Agent”, “Special Agent” or any other recognized SFSECIS grade or title by anyone other than accredited personnel is prohibited.
In the event the DIRSFSECIS is incapacitated or for any reason unable to discharge the duties of the position, the SECFLEET is authorized to appoint an Acting Director, who may serve for no more than thirty (30) days, at which time the FJIC must select a new permanent Director.
