BILLET: Chief Science Officer (CSCIO or SCI)
DESIGNATION: Unrestricted Line Officer (URL)
COMMISSION SOURCES: Star Fleet Academy, Officer Candidate School (OCS), and Reserve Officer Training Corps (ROTC).
INITIAL RANK: SFA, OCS & ROTC graduates typically begin their Star Fleet service as Ensigns (O-1) or Lieutenants Junior Grade (O-2) for exceptional academic achievement.
RESPONSIBILITIES: Officers in this billet serve as the Sciences Department Head on a starbase, space station or starship. Those posted to starship units are the senior most bridge-qualified science officer and as such are designated as unrestricted line officers. The CSCIO may be a specialist in one or more fields of science, qualified as an administrator but may not necessarily be the most senior officer or accomplished scientist in the department.

Key Responsibilities of all Department Heads:

Compliance and Governance: Adherence to the Star Fleet Uniform Code of Military Justice (SFUMCJ), OPFLEET and SECFLEET instructions along with all general orders is a significant part of the job. This includes maintaining proper records, ensuring safety protocols are followed, and regular reporting through your chain of command.

Leadership and Management: A Department Head handles the leadership and administration of their department. This involves ensuring everyone under their command is trained, prepared, and executing their duties effectively.

Planning and Operations: Whether in space or ashore, Department Heads are integral to planning and executing missions, ongoing operations, training exercises, fully staffing your department, and other duties as ordered.

In this billet, you will be expected to:

• Collaborate with other Star Fleet, Marine and civilian department personnel as needed to execute all standing and mission-specific orders

• Coordinate the unified activities of the department across the four main science branches (natural, formal, social and applied) and all relevant sub-specialties therein

• Conduct ongoing research relevant to the unit's needs and/or as assigned by Star Fleet Science utilizing the structured process of the scientific method

• Demonstrate leadership within your field and gain exposure outside your MOS

• Directly supervise science division officers, including officers who serve as both scientists and administrators. These individuals are responsible for overseeing activities within one or more main science branches, as well as those assigned to duty stations in the operations center or on the bridge. Indirectly supervise the NCO's and/or civilians who serve as supervisors of specific scientific sub-disciplines.

• Ensure the care, maintenance, and operation of all equipment, supplies, and spaces assigned to the Science Department

• Gain command experience that will serve you well throughout your career as a Star Fleet Science Officer.

• Operate some of the most innovative and high-tech scientific equipment in the UFP

• Participate in the peer review process in the Star Fleet Journal of Science, the Daystrom Institute and the Vulcan Academy of Science.

• Prepare, deliver and submit to BUPERS the annual reviews for all personnel under your direct command, acting as final approver for FITREPS completed for all other officers in your department. NCOs will utilize the Star Fleet Performance Evaluation System to prepare annual reviews of enlisted rates. Both processes must be completed accurately and timely.

• Receive specialized training on the advanced scientific equipment and systems found in starships and installations

• Safeguard the the security of classified information and equipment along with adherence to all protocols regarding dangerous substances

• Serve as the senior science officer of the unit, being the liaison between the scientists and the unit's command team

WORK ENVIRONMENT: As a Chief Science Officer, your duty tours can take you anywhere throughout the Federation. This includes being assigned to a starbase, space station or starship across the Alpha and Beta quadrants and beyond. Practice area rotations facilitate professional development and along with practical and leadership training by allowing new CSCIO's to observe, develop, and demonstrate their skills in a formal environment where they can interact with and obtain feedback from supervisory officers.

Science is inherently fluid, so a unit's department composition adapts dramatically based on its overall function, specific mission goals, and available personnel. For instance, a space station might feature a lone Earth sciences specialist, while a starship engaged in terraforming mission could deploy an entire section dedicated to geology, oceanography, and related fields for that mission's duration. This adaptability is precisely why Star Fleet science labs and facilities are designed to be highly modular, reflecting current needs.

Science junior officers should actively seek exposure to the full spectrum of Fleet operations through training, informal Fleet unit visits/tours, and temporary additional duty (TAD) assignments to gain a critical and fundamental understanding of Star Fleet, including mission sets, capabilities, and limitations - information that is essential for future assignments. You must understand Star Fleet's mission and your role in supporting it.

TRAINING & ADVANCEMENT: Those interested in becoming part of the Star Fleet Science have unparalleled career opportunities with distinct and increasingly challenging professional roles. Officers can follow three career paths; administration, research & development, and applied science.

Advancement potential and available billets will greatly vary depending on your chosen career path. Star Fleet scientists may rotate among operational, administrative and research tours to broaden the officer's skills, knowledge and experience. After that, there are opportunities to serve in roles more specialized to one's preferred discipline and with increased leadership responsibilities. Lieutenants are highly encouraged to enroll in Joint Professional Military Education (JPME) Phase I.

Promotion opportunities are regularly available fleet-wide but are extremely competitive and based on performance plus education.

Department Head (DH): Most Star Fleet commands are divided into departments (e.g. Administration, Engineering, Medical, Operations). The Department Head is responsible to the Executive Officer (XO) for the efficient management of his/her department. As the representative of the Commanding Officer, the Department Head is responsible for and reports to the XO about all matters that affect the department. That includes administrative matters (personnel & discipline), the operational readiness of the department, and the general condition of equipment.

Division Officer (DIVO): Most Star Fleet departments are divided into divisions. Division Officers are responsible for the efficient operation of their assigned division within the department and are responsible to and, in general, act as assistants to Department Heads. The number of divisions in a department varies, with each division having only a few assigned personnel to as many as 200+ personnel. The Division Officer is a major link in the chain of command. At the working level, the Division Officer carries out command policies and personally sees that division tasks are completed in a timely manner.

EDUCATIONAL OPPORTUNITIES: Following your initial tour as a Chief Science Officer you may attend the Star Fleet Postgraduate School (SFPS) at the Academy’s Marseilles Campus Terra/Sol-3 and/or multiple other institutions of higher learning in Star Fleet and throughout the Federation. Qualified officers will be able to earn a master’s or doctoral degree while on Active Duty for Training (ADT).

QUALIFICATIONS & REQUIREMENTS: Regardless of your commission source, you must meet the general eligibility requirements to become a Star Fleet Officer. For the Direct Commission Program, you must have prior military service from a recognized allied power to the Federation. Waivers may be considered for those from neutral and non-aligned systems.

A four-year degree is required to work as a Chief Science Officer, advanced degrees are highly encouraged and nearly synonymous for promotion to the senior and flag officer grades. Candidates seeking an officer position in this billet must have a bachelor’s degree from a Federation accredited institution, preferably in a science or technical field. Ask a recruiter for specifics. All candidates must also be Federation citizens, willing to serve across the Alpha and Beta quadrants and medically qualified for space duty.
