It is required that a unit have a person in command (referred to as CO) and another person deputizing in that capacity (referred to as FO). It is further required that a unit be in existence for at least a month before the RT convenes for it to be seated at same and that it is actively playing at that time. All groups of players that do not form a unit (henceforth called Free Threads) will be represented by CINCOPS. P96.01.09A-2 In addition, it is at the liberty of the Admiralty Council to declare as a unit, any on-going plotline that satisfies the above but is not part of any Fleet.
