II. Character description:

Lieutenant St. Clair is a generally unhappy individual, and his recent pass-over (in his eyes)
for promotion to Chief of Security on the Constellation is not helping his mood.  He is an 
efficient manager, good at keeping the trains running on time and managing the day-to-day 
of an office, which is part of what accounts for the last Chief appointing him Deputy, but he is 
not an inspiring leader.  He is also the most senior Lieutenant in the Security department, 
and clearly is aware of this.  He is highly detail-oriented and appreciates organization.  While 
combat is not his favorite part of the job, his lanky frame disguises excellent marksmanship 
and lightning reflexes, so while he is often not the strongest in a fight, he can be the quickest.
