Ship Type Standard Complement Table (STSCT) This table provides a baseline staffing model for each major Star Fleet platform type, organized first by department and then by officer billets and enlisted career fields. While individual ship classes within a common type may vary in size, mission profile, automation, embarked forces, or specialized equipment, the staffing figures presented here represent a doctrinal planning guide rather than an absolute crew requirement.

The STSCT is not intended to represent an average of every published ship class within a given hull classification. Instead, it establishes a doctrinal baseline staffing model for the core mission and capabilities associated with each broad ship type. Individual classes may add, remove, or reorganize personnel to support specialized mission profiles without altering the underlying doctrinal foundation.

Each billet and rating has been evaluated individually to determine the personnel necessary to perform the platform's assigned missions under normal operational conditions. As a result, crew complements may differ from historical estimates published for individual ship classes, reflecting both advances in Star Fleet organizational doctrine and evolving operational requirements. Commanding officers may adjust assignments within authorized manpower limits to accommodate mission-specific needs, provided essential capabilities are maintained.

The staffing figures presented below are not derived from arbitrary percentages or historical precedent alone. Rather, each billet represents a deliberate assessment of the personnel required for a ship or installation to perform its assigned missions safely, effectively, and sustainably under normal operational conditions. Each rating/billet count below is not random, but a resulting answer to the question 'how can this unit function with the most appropriate number of sentient beings?"

  • 10 - Departments administratively merged at smaller echelons normally designate the senior officer of the subordinate function as Deputy Department Head. This preserves functional expertise while maintaining a streamlined chain of command appropriate to unit size.


  • 11 - Beginning with the Frigate, Assistant Department Heads become the norm unless a department remains too small to justify one.


  • 12 - Departments/Divisions containing four or more members of the same enlisted rating should normally include an appropriate Chief Petty Officer billet unless organizational structure or mission requirements dictate otherwise.


  • 13 - Administrative support shall be assigned according to organizational complexity, personnel strength, operational tempo, and reporting requirements rather than echelon alone. Department Heads may be assigned Command Clerks when administrative workload would otherwise impede effective leadership and mission execution.
