AUTHOR: Takako Nagumo Changes to current Rules and Procedures Small Club Special Rules and Procedures Small Club Definition The Club will be considered small when the number of active units is below five (5) or the number of active Fleets with a Fleet CINC is less than two (2). Status When the Club is small, every player will have a seat on the RT. Voting Eligibility 1. A player seated at the RT and is eligible to vote has the right to cast one (1) vote. 2. The voting eligibility of a player seated at the Round Table is determined by the player's eligibility category. A player may claim voting eligibility by membership in one category only, even if they may qualify in more than one category. 3. A player seated at the Round Table in the following two categories are always eligible to vote: a. A member of the Flag Council (CINCSF; CSFO; and, when the posts are occupied, CINCFLEET, COMANC, COMLOG) b. An Active Writer, defined as a player who plays in a core billet in a regular unit, or, in the case of an irregular unit, in a core billet as defined by the unit's commanding officer or the player in an equivalent leadership role 3. A player seated at the Round Table in one of the following two categories is eligible to vote if they are seated in their capacity as a representative of their respective categories: a. Non-Core writer is defined as a writer who only plays a non-core character on a unit and does not have the obligation of writing regularly. The representative of the Non-Core writer category shall be chosen by vote by the members of the category, or, if requested by the category membership, be appointed by the CINCSF. A Non-Core writer who is not seated as the category's representative may participate in the discussion but may not vote. b. Free Thread writer is someone who only writes on a Free Thread, has no other role in the club, and does not fall into any other category. If the COMANC post is occupied and the COMANC player is seated at the RT, then the Free Thread writer may participate in the discussion but may not vote. 4. An Inactive player is a player who was previously an Active Writer but is interested in the continuing operation of the club. An Inactive player may participate in discussion but may not vote. 5. An Observer is a person invited solely to observe the proceedings of the RT and is not a seated member. An Observer may not participate in the discussion nor vote. 6. No absence or substitution rules shall apply under the Small Club Special Rules and Procedures. Notwithstanding the special rules and procedures in this section, all other procedural rules shall apply.
