EDITOR'S NOTE: Twenty-four hours have passed and no objections have been raised against the submitted motion; therefore, proposal P25.01.01 will be tabled this session and moved to the RT-1025 agenda as Old Business.
For the 'Small Club' Round Table:
1. Voice
1. All RT members have a voice (observers don't)
2. The only requisite to be a member of the RT is to have been an ASR member before (with emphasis on
the current players), observers are guests that don't comply with that
2. Voting
1. The only RT members who can vote are: CINCSF, CSFO, COMANC, CINCFLEETs (*) and active writers with
core billets in an active unit (this case would cover the role of Secretary, as it does in the
current rules)
1. Each voting member can cast one vote, regardless of the number of positions they might hold in
the Game
2. In case COMANC is not designated, players who only play in Free Threads will have able to
designate a delegate among them to vote in their name
3. Players with just a non-core billet can designate a delegate among them to vote in their name
4. As in the General Rules, the player holding the Chair won't participate in the discussions of
proposals and won't cast any vote, unless there's a tie in the voting, in which case, the
Chair will have to vote to break the tie
The rest of the Rules remain the same, excluding absence from RT, which doesn't make sense.
(*) N.B. maybe other admin positions such as COMSFE, COMPA, COMLOG, ... would be eligible for voting regardless of their writing status if they could vote in the regular RT? I'm not sure about this, so it's left out for the sake of simplicity. COMANC is explicitly written out to ensure 1 vote for the Free Threads, following the General Rules
As explained earlier, the only intent of this proposal is to flesh out what we have been doing the last few years. There's no changes to the basics, we are just extending the number of people who can have a voice on the RT to the Club as a whole (what I refer to as the General Assembly) and limiting the capacity to vote to those who are more involved with the Club.
Please let me know if there's any questions or proposals for changes. This is the best moment to set down the rules we want to conduct ourselves on for the next RTs.

P.S. I would like to point out that my opinion (as a player in no capacity, not as CINCSF or CO, or...) is that all RT members should have voice and vote: we are but a fistful and if former players that cannot play any longer join us to help us move forward, they are more than welcome in my book, but I understand the voices that raise concerns about this, hence this proposal that tries to flesh out all the expectations and concerns into a cohesive text.
