Because of the CSFO's continuing computer problems, I am submitting the
CSFO's report by proxy.

Basically, we're on a growth cycle, with about two dozen new players being
assigned within the last 6 months. A little more than half of them have
remained active. Also, 3 returning players have returned and been assigned.
In contrast, we have lost about 10 players to vaporing or resignation. This
puts us on a modest growth spurt, characterized by the two new units opening
soon- FEARLESS and COVENTRY. None of this reflects the addition of the ST:F
units.

Before the merger, we had 105 active players for 199 RP and Administrative
billets, for a billet-to-player ratio of 1.90 to 1. This ratio is down from
the previous 6 months, when it was over 2 to 1.

With the merger, we now have 137 active players for 249 RP and
Administrative billets, for a billet-to-player ratio of 1.82 to 1.

What this means is that the 'average' ASR player carries slightly less than
two billets, whether they be RP or some combination of RP and
administrative. The lower this ratio is, the less thinly-spread we are
across the fleet in terms of responsibilities, because the responsibilities
are spread more evenly. Clearly, we still have some work to do to level
this off some, as we're still a little 'top heavy' (the most active players
still carrying a disproportionate load), but we have made strides in this
area, especially since instituting the 3-billet/1-command billet guideline.

We should keep in mind that some players choose to carry more than three
billets and, as long as they produce for them, they should be allowed to do
so. The guideline is just that- a guideline. Because of this, we should
not expect the ratio of billets-to-players will go down a lot more.
