SPECIAL NOTE Vice Admiral Sukar, Head of Disciplinary Review Board Cadet Kzar has had a difficult time conforming to an entirely new set of cultural and disciplinary standards vastly different from the ones practiced by his species. Additionally his species is significantly larger and dangerous looking to most staff and students at the Academy, and many species present, including humans, have been at war with the Kzinti. Cadet Kzar was found, after careful examination of the details, to have been provoked on many occasions. Given these circumstances, it is the opinion of a majority of this Board's members that he has overall shown admirable restraint during his academic career. Therefore, it is the decision of this Board, by a 5-2 vote, to expunge eight of these reprimands from his official record. On a further 5-2 vote, we recommend his appointment as a Starfleet officer. He also spent time at advanced flight training school due to his aptitude for flying small craft, and volunteered to attend, then was asked to teach, at the Marine Reconnaissance school while on academic break during the summer. CONFIDENTIAL RECOMMENDATIONS Rear Admiral Suvek K’Lar, Starfleet Operations This individual can be a unique and valuable asset if utilized correctly, but he must be handled very carefully. A superb warrior, he can be relied upon utterly for individual missions, scouting or any type of combat on a small scale. He has yet to be tested in a command situation, and it is thought that his individualized training might hamper his ability to command, not to mention that most humans feel uncomfortable around him. He might generate fear rather than respect in subordinates, and given his nameless status often feels uncomfortable in any such situation. Despite this, he often tends to exercise his own judgment and initiative if given vague orders. His instincts, and therefore his actions in such circumstances, have been much more aggressive than are usually condoned at Starfleet despite repeated attempts to change his attitude. Clear, detailed and unequivocal orders are recommended when he is not under direct observation. Despite his appearance and attitude, he is extremely intelligent and eager to learn. Although he has qualified for a tactical position, there is a feeling among some of his instructors that he might do something the Federation would not approve of should he be given the opportunity, so caution is indicated in this respect. It is hoped that his Commanding officer will carefully watch and guide Kzar to become more "human", muting his natural aggressiveness without breaking his warrior spirit. Capable of understanding human emotions and motivations, he does not seem to have any desire to adopt them, often unfortunately falling back instinctively on his Kzinti instincts. It is the feeling of Starfleet command that the individual known as Kzar should be taught the values and attitudes of the Federation in spite of his own wishes. In Kzar, we have perhaps a unique opportunity to change the mindset of someone who, given his background and professed "life's work", may someday be in a position of influence high up in the councils of an enemy whose very thought processes often seem completely alien to us, and a very aggressive species at that. At worst, should the revolution in Kzinti space prove to be permanent or long‑term, then Kzar will hopefully adapt himself with our help to living in the Federation and continuing to serve in Starfleet. ALB Trainee Evaluation Ensign Kzar has the makings of an outstanding officer, if he can continue growing beyond the limitations of his narrow, violence-prone early conditioning. I would be willing to serve with this officer. So it is the opinion of the Inquiry Board that he be reassigned to a small and insignificant ship engaged in routine duties to allow him to better adjust himself to live within the Federation, if that is possible. Future commanding officers are advised to observe Kzar carefully, as his fitness to serve in Starfleet may be fatally compromised by his native aggressiveness and seeming inability to adapt to a moral frame of reference so different from the one he grew up with and seems unable to leave behind. Additional comments Stardate 140260 Although Kzar’s record has been far from ideal, given his species, background and aggressive nature, it is the opinion of the Review Board that he has developed into an experienced officer and an asset to Starfleet. His loyalty has been tested on many occasions, and he has always proven reliable. We feel that he must still be watched and guided carefully, as he has shown a regrettable tendency to resort to violence without fully exploring other options. However, his exaggerated sense of honor means he can be relied upon utterly when given clear and concise orders. Accordingly, we are once again placing his name on the list of officers available for reassignment. Background Summary: ---------------------- The Kzinti who calls himself Kzar started his life on the Kzinti Homeworld. His father was a famous and decorated warrior who earned the post of commander of the Guard for a cousin (or the Kzinti equivalent) of the Patriarch himself, the ruler of the Kzinti Empire, which at one time consisted of hundreds of worlds. Kzar grew up "holding a blade", trained from infancy by a proud father to follow in his footsteps as a great warrior. He was the eldest of the litter, and his brothers took their own paths while Kzar dedicated himself to learning every weapon and technique of fighting available. He served his compulsory military service upon full maturity in the fairly comfortable confines of Homeworld, due to his father's influence. The old warrior arranged it so his eldest son could continue being taught by the retired masters of combat who lived there, including himself. Reveling in this fierce existence, Kzar became an eager student of the fighting arts at a young age, his mind filled with the war stories of his father and future dreams of glory. He was also raised to revere the established order and traditions of his people, and he became, for a Kzinti, deeply religious. Over the years, he yearned to test himself in REAL combat against the enemies of his people, but his father kept insisting he was not yet ready, that he had advantages here in terms of training which should not be given up for the paltry raids and skirmishes on what now constituted the frontier. Kzar got the idea that his father was grooming him and waiting for a big war, when he would procure a glorious assignment for his son. Kzar started winning prestigious tournaments against blooded warriors at a fairly young age, and was considered by those in the know as someone to watch. Requests came in asking him to consider signing on to various ships, but under his father's guidance, he always refused, although at times he became resentful of doing so. Lord Horr'karr‑Riit himself (the Patriarch's cousin who Kzar's father served) commended Kzar after watching him win a prestigious wtsai (a ceremonial curved knife) tournament and started to take a passing interest in his career. His future seemed golden. The Civil War came as an utter surprise to Kzar's entire family. Ensconced as they were deep in the webs of influence and privilege surrounding the Patriarchate, they rarely came in contact with those who were antagonistic to the regime, and thus downplayed their strength and resolve. When the revolution came, dissidents assaulted the Patriarchal Palace and all the estates of his relatives. K'tar-t'kzintar died defending his lord, his son fighting by his side for the first and last time. Heavily outnumbered and knowing the end was near, K'tar-t'kzintar turned to his son and commanded him to escort Lord Horr'karr‑Riit to safety: "The line of the Patriarch must not be allowed to perish, my son. It is your duty to see that he is taken to a place of safety. The enemies of these murdering curs will gather unto him as a light shining in the heavens, and one day, if the Fanged God wills it, all this will be set right. You must go now, and I will delay them for as long as I can." Kzar did not want to, but could not bring himself to disobey his father's last wish and thus dishonor him. He fled, leading the Lord Horr'karr‑Riit, with his mate and pups, to a waiting escape vessel. He escorted them many miles through the hostile countryside amidst the chaos of the revolution, and somehow managed it without losing his charges. Upon reaching the escape vessel, they had to fight their way on board, and the ship was damaged as a result. But it was still functional, and Kzar flew his first real spaceship under trying circumstances. He was qualified on the simulator, and flown planetary shuttles, but never outside the atmosphere before. The trip to Federation space was a harrowing one, the choice made by Lord Horr'karr‑Riit. He thought that of all known contacts, the Federation would be most likely to accept a political refugee. Kzar somehow flew the damaged ship all the way to the border through hostile space, hiding, finding occasional allies in out‑of‑the‑way places, stealing or requisitioning supplies wherever possible. Slipping across the border at last, they were discovered and attacked just as they left Kzinti space. Drifting, badly damaged and helpless, the ship was rescued only when a Federation starship showed up on routine patrol of the border and chased away the Kzinti attacker. It was almost too late. Lord Horr'karr‑Riit was badly hurt in the attack, and one of his pups was dead. His mate accepted it all stoically, caring for the other pup and her mate as best she could. Kzar also was hurt, and had prepared himself to die resisting boarding parties. They were taken aboard the starship and transported to the nearest starbase for treatment. It took months to heal the damage, and as time passed, Kzar grew more and more isolated. At first Lord Horr'karr-Riit took great pains to see that Kzar was well treated, but as time passed and he healed rapidly, more and more loyalist Kzinti showed up to pay their respects. These older Kzinti took little notice of someone who had yet to earn his name and gradually cut off his access to Lord Horr'karr‑Riit altogether. The Lord grew resentful that Kzar had somehow not managed to save his oldest pup, his pride and joy, who had died in the last attack, and began to almost openly scorn Kzar, calling him 'warrior‑pup'. Kzar could not suffer this indignity and asked to be released from his service, which was granted all too readily. It was as if the Lord had escaped himself and forgotten all about who brought him to safety. As much as he longed to return to Homeworld, Kzar knew that would be impossible. The Patriarch was dead, and the rebels firmly in charge of the Empire. While the few Kzinti who surrounded the Lord Horr'karr‑Riit started whispering "someday", Kzar left them to their long-term plans. It was at this time that he started calling himself Kzar, meaning "revenge" in Kzinti. He had not been given a name, which is traditionally done among the Kzinti when it is “earned”, although the deeds he had done merited one a dozen times over. Kzar's father would not allow him to be awarded a name, promising that one day the Patriarch himself would notice Kzar and give him a name from his own mouth. Finding himself a nameless outcast among aliens, Kzar knew other races needed a frame of reference and so took the name of Kzar. He took it also because he knew he must dedicate his life to one day restoring the Patriarch and taking revenge upon his enemies. Besides, he was now estranged from his own people, so it didn't really matter what he called himself. Someday he would earn a name, but that could wait. There was no place for him in Kzinti space now, and Kzar knew he must find his own way. In the meantime, he had to live. Kzar signed aboard a smuggler ship for an Orion captain, trying to learn more about the war still raging in Kzinti space and how to operate a spaceship as well. His hope was that the revolution would falter and then he would be ready for battle when the call came for war. After a year Kzar finally admitted to himself that the revolution had succeeded, and it would be many years before the Patriarch's forces would be ready. In that time, they must learn how to defeat them. In the Federation was technology undreamed of by his people, and somehow this amalgam of races had defeated the mighty Kzinti in open battle, not once but several times. Perhaps they held the key to defeating the rebels as well. So he must be patient and learn what they have to offer. Where better to start than the Federation's military forces? They didn't call it that anymore, but that was what Starfleet really was, and Kzar knew it. He started making inquiries, eventually deciding that he needed to be an officer in order to learn the important lessons and technology. So he found his way to Earth and applied to Starfleet Academy. Never before had a Kzinti walked in off the streets and asked to be admitted, but after they got over the shock and subjected Kzar to an extensive interview, he was given a chance after a thorough investigation confirmed his background. He did very well on the exam and was admitted shortly thereafter. The Academy was tough for Kzar, who felt isolated and lonely. Many cadets were afraid of him, many suspected his motives were unfriendly to the Federation no matter what anyone said, and others simply avoided the huge carnivore because he made them 'uncomfortable'. So he once again dedicated himself to his studies, although this time they were of a different sort. He studied the Security curriculum, but also took the time to make sure he was fully qualified as a Tactical Officer as well. He consistently placed in the top third of his class academically, and excelled in simulated combat training, small unit tactics and hand‑to‑hand combat. He graduated 18th in his class to the complete surprise of many fellow cadets who considered him merely a fighting machine and never realized the long solitary hours he put into study. C. Personality Summary: ----------------------- PSYCHOLOGICAL EVALUATION Commander Cynthia Rawlings, Chief Counselor, Alien Evaluation Office, Starfleet Academy Medical Kzar is a frustrated, lonely individual. He feels like a cast‑off, but with his rigid sense of duty he can never turn his back on what he considers his life's work: the restoration of the Patriarchate. He does not advertise the fact, but does not deny it. When confronted over this possible conflict of interest by counselors at the Academy, Kzar swore he would resign from Starfleet if ever his loyalty to the Patriarch conflicted with his duties to Starfleet. A Kzinti oath, especially from someone as tradition bound as Kzar, is not something anyone takes lightly, so with this oath as part of his permanent record, he was allowed to graduate. Being an outcast, he has no long‑range plans other than to learn everything he can, serve Starfleet faithfully until the right time comes, watch developments within Kzinti space and, more than anything else, wait. Raised in a rigid social environment where he was always subservient to many elders, he has never really learned to assert himself in a group environment, and is somewhat shy and introverted as a result. Shunned and ostracized for the most part during his life in the Federation and career in Starfleet, he would probably be grateful for any sincere attempts to befriend him, but his shyness and his pride would never allow him to make the first move. Because of this isolation, however, he is somewhat ignorant of the social graces and holds many traditional prejudices without being aware of how culturally biased he is. For example, he has been taught that the Kzinti are the lords of Creation, that all other races are inferior and weak. He believes this implicitly, yet is open minded enough to realize he does not know all the answers. Challenging traditional and long‑held beliefs, however, will be difficult for him. He is very conservative, extremely loyal and duty‑bound to obey whatever orders are given him. Kzar seems to have an exaggerated sense of loyalty and obedience to his superiors, having grown up in an environment where he was constantly seeking approval and accomplishing things for others as well as himself. But with equals or subordinates, Kzar has shown an aloofness or even downright disdain that is typical of Kzinti, although there have been exceptions. He has a quick temper, but admirably manages to keep it under control, often walking away from confrontations, which is almost unknown for a Kzinti. He still has his Kzinti pride, however, and if he were to feel challenged, this control might snap. Arriving in the midst of a mission, the starship was attacked not long after he took over helm control. When told to take evasive action, Kzar took the ship into a sudden and immediate low orbit dive around the nearest planet. For this extreme action, he was relieved from duty and threatened with court martial, although eventually it was reduced to a formal reprimand and he was reinstated. Next, the CONSTELLATION was assigned to work with a Klingon ship and attend a treaty signing with the Kraggons in the Dante system, an offshoot of the Klingons. At the diplomatic reception before the mission welcoming their Klingon guests and attended by their sector Admiral and a Federation Ambassador, among others, Kzar taunted the Klingons sitting opposite him, nearly provoking them into combat, despite the formality of the situation. He received another reprimand for this incident, although he was not relieved of duty this time. On the way to the Dante system, Kzar arranged a spar on the holodeck between himself and another Kzin named Tzadik who was also serving aboard the CONSTELLATION, inviting many members of the crew, in a simulation of the arena on the Kzinti Homeworld. From reports filed by the First Officer, Commander Mudoro Bochu, who was present, it was quite a bloody affair, and many of the spectators were reportedly horrified. Tzadik's left tendon was nearly severed, and both Kzin required extensive treatment for their wounds. A third reprimand was placed on Kzar’s record, along with a strongly written recommendation that he never be allowed to engage in this sort of activity again aboard a Federation starship. Upon reaching the Dante system, Kzar asked permission to go hunt during the diplomatic ceremonies, and took a shuttlecraft alone to Dante VI, otherwise known as Hulad, becoming the first non‑native and non‑Kraggon to set foot on that planet. Upon completion of his hunt, he was invited to visit the Kraggon planetary governor, since Hulad had been conquered decades before the Federation contacted them. Kzar attended a banquet where he was the guest of honor, yet ended up being a hunted fugitive by the end of it. He freed a political prisoner condemned to be executed, kidnapped the governor, escaped in his personal flier, and then ended up starting a planetary revolution because of some legend about a cat god, although Kzar maintains he did nothing to encourage the natives. The Huladians apparently believed he had come in fulfillment of ancient prophecy. Kzar’s actions, and the subsequent recommendations of Lt. Commander Basek Ariana, the ship’s tactical officer sent to check on him, eventually resulted in Federation intervention on behalf of the oppressed natives. Since there was a diplomatic rupture with the Kraggons on their homeworld while this was occurring, Kzar’s characteristically aggressive behavior was overlooked in this case. On his next mission to a planet called Kobe IV, home to a race called the S'kraw, Kzar was part of a landing party in which everyone was captured except for him. The away team was put on trial by the natives in a ceremonial hall holding thousands of natives in the interior of a large sacred mountain. Kzar intercepted a party of pirates inside the corridors of that same mountain who were intent on attacking the natives, and made a flying leap into the midst of the hall from a reported height of a hundred meters, producing the severed heads of the pirates as proof the Federation was on their side. As a result, the Federation was forgiven and everyone was released, but again upon the recommendation of Commander Bochu, Kzar was reprimanded for his bloodthirsty and barbaric behavior. In the short but bloody war with the Dalriada, he served with distinction in the battle of Terebellum on another vessel, the USS EAGLE, then went to the rescue of his own ship, the CONSTELLATION, even though it was reported lost. Penetrating the Dalriadan fleet in a lone shuttlecraft, he was captured by a Dalriadan cruiser which was threatening to destroy the wreck of the CONSTELLATION, but managed to escape and lock up the enemy ship’s controls, plunging it into the sun before returning to assist with rescue operations. After the destruction of the CONSTELLATION, Kzar was reassigned to Starbase Alpha, where he was selected by Commodore Berak L’Gryphon to serve as the Strategic Operations officer aboard the USS CAESAR AUGUSTUS for Operation Swamp Fox, an attempt to insert a small raiding squadron deep into Dominion space by the opening of an artificial wormhole. Somehow, the Dominion became aware of the task force’s destination, and they found an enemy fleet waiting when they jumped through. The task force suffered severe losses, including Commodore L’Gryphon and the CAESAR AUGUSTUS, but Kzar was rescued at the last minute by a Klingon ship attached to the task force and returned to Federation space. As was the case of most officers who survived this debacle, Kzar was considered an embarrassment, and he spent some time waiting for an assignment and shuttled between backwater posts. Captain Jake Lin, who had agreed to take over another of Starfleet’s embarrassments, the near-derelict starship ANTELOPE, selected Kzar as his First Officer for a crew of cast-offs and undesirables. Lin and Kzar were never given the chance to rehabilitate the ANTELOPE, however, as Starfleet changed its mind and decommissioned it instead. Rear Admiral Sivar ch'Lorel, Operation Bobcat Case Officer The plan was almost complete. After we recommended the commissioning, and then the re-de-commissioning of the USS ANTELOPE, we knew that Kzar's frustration would only grow. Yet we had gauged that his sense of personal honor would keep him in Starfleet. The only concern was that he would defect to the Klingon Empire, which had offered him rank and honor during the abortive Operation Swamp Fox. Having turned them down, though, we thought his pride would be sufficient to prevent further contact with them once he had refused the same offer not long before. Kzar had turned down numerous offers to work for SFI, stating that our work is without honor, so only by pushing him to the very edge could we get him to reconsider. That is, if we did not drive him into the arms of the Klingons instead, which we feel would be a catastrophic loss. We arranged to have him assigned as Starfleet Liaison officer (his carefully exaggerated reputation had made him persona non grata throughout the entire fleet) to the sparsely populated backwater planet of Alberio IV, which is mostly water, so we knew he would hate it. To his credit, he lasted almost a full year after we arranged to deny any requests for leave he made. Then I made contact. Posing as a Lt Commander from Starfleet personnel doing a routine annual evaluation of his performance, I got a sense he was considering resigning his commission and migrating to Klingon space. Although it cost me two broken ribs and a mild concussion, plus various cuts and bruises (good thing Andorians are tough), I finally identified myself and insisted he listen to our offer. It was also necessary to place an embargo on all space traffic for three days to convince Kzar he had no choice. I told Kzar we wanted to send him back into Kzinti space and report on what he saw there at regular intervals. It was not spying because his allegiance was to the Patriarchy, not the Republic. We had some heated discussions, including my threat to make sure the Klingons found out he was a Federation spy if he decided to join the Empire (that's where I got the two broken ribs). He finally agreed only on the condition that he also send his reports to the self-proclaimed Patriarch Horr'karr Riit, the same Kzinti Lord Kzar had rescued from the chaos of the Revolution thirteen years before. Frankly, Horr'karr Riit has been a pain in the ass ever since we gave him refugee status. He and his retainers are all under threat of execution by the Kzinti Republic, so we cannot find a way to rescind this. He and his retainers now maintain large estates on various planets, financed by what we believe are the illegal activities of these renegade Kzinti beyond Federation borders. There are confirmed reports of them hiring on as mercenaries for system skirmishes or pirate activity, and we believe they have several ships of their own based at an unknown location. Within Federation space, however, they conform to the laws. Kzinti are, by and large, arrogant, demanding and touchy, and the higher the rank, the worse they are. Incidents happen frequently, but they manage to buy their way out of them, and there are significant political factions in the Federation Parliament that support the restoration of the Patriarchy. SFI had been seriously reconsidering their usefulness as a counter-force to the Kzinti Republic before disturbing reports of a new aggressiveness by the Republic reached us, which was our main reason for recruiting Kzar. Until a final decision is made and an operation mounted to finally provide an excuse to kick them out of Federation space, they are still official refugees. We were unable to get a first hand account of when Kzar presented himself to Horr'karr Riit, but we know it did not go well. It is against Kzinti honor to lie, so Kzar informs us that Horr'karr Riit publicly confirmed his nameless and outcast status, no doubt intimating he was a traitor to his species for ever donning a Starfleet uniform, in what must have been a humiliating display before all his retainers. Honor satisfied, Horr'karr Riit then privately agreed to receive any reports from Kzinti space Kzar would care to send. A vague promise was made that perhaps be given a name and end his status as an outcast should he redeem himself sufficiently. The detailed narrative of his next few years is beyond the scope of this addendum, but may be accessed by anyone with a Q clearance or above. What follows below is a short summary from Kzar's own reports, which are brief to the point of madness sometimes, according to our analysts. We arranged for him to meet up with his old friends the Orions (he is almost a legend among certain groups of pirates, even after a decade gone), who got him into Kzinti space and served as the conduit for his reports. Since we were sharing them with the Patriachal Kzinti anyway, and were only seeking an honest opinion of what was happening inside the Republic, we did not mind that they were reading them also and it allowed us full deniability. Because he could not lie, Kzar merely showed up one day on a Kzinti world, announced that he had returned and wished only to lead a peaceful life within the Republic. Fortunately for him, all Kzinti laws include a right to trial by combat, so after he slew fourteen challengers over a space of four months, they grudgingly allowed him to stay (we can confirm the public challengers, but suspect the actual number may be 2-3 times that). Thereafter he had to fight an average of four times a month, and only occasionally to the death. This resurrected his reputation as a great warrior, as we had hoped it would, and soon he was back on the arena circuit, as we began to call it. The fights were not so bloody as they used to be under the Patriarchy, but Kzar excelled, even more accomplished and knowledgeable now from his studies of alien combat arts (like human and Klingon). Soon he accepted an offer that sent him traveling through the Republic to fight, becoming an ideal agent. He sent us (and Horr'karr Riit, and the Orions, and whoever they sold them to) regular reports on conditions and news from the Republic, especially its politics, which are in many ways opaque and incomprehensible to a non-Kzinti. They were not spy reports of military capacity or weaknesses, but we knew and expected that. It is my opinion that his reports have been invaluable in keeping up with potentially one of the most dangerous species in the galaxy, although they remain for us a distant threat. Again, this is just a summary, but we learned much in the six years Kzar sent in Kzinti space, and even more than we had ever been able to learn on the species as a whole (we have never been able to recruit a Kzinti agent before). The Republic is politically fractured, although there are dangerous factions that would like to return to conquering days when the Empire was constantly at war. Some even propose executing all Kzinti diplomats as cowards and abolishing the occupation altogether. Thanks to Kzar, we now know who to watch and we will hopefully have some warning should the Republic ever decide to adopt some of the more aggressive policies. There is some support for the return of the Patriarchy, but it remains weak, and apparently Horr'karr Riit's behavior has not earned him many fans. (I gain some satisfaction in knowing that Horr'karr Riit will almost certainly be enraged by this news. Thus Kzar will remain ostracized by his titular lord and still useful to us.) Their technology still lags significantly behind the Federation and such races as the Klingons, but the Republic has started to upgrade, expand and modernize their fleet. We find this prospect somewhat worrisome, and will do our best to monitor their progress and future plans. About fifteen months ago, for the first time since he had left, Kzar missed a scheduled meeting with his Orion contact. Then he missed two more. His reports had grown shorter and more cryptic the longer he had been there. We suspected he was having problems, and maybe the Republic's Intelligence service had finally gotten wise. The Orions informed us that several of their men had been taken and interrogated by Kzinti telepaths, then killed, although one of them managed to get a message out. The Orions then ran and refused to go back. Given his past history, fighting skills and resourcefulness, we had high hopes he would be able to get out of Kzinti space on his own. Even more so since we had no way we could help, even if we dared risk the exposure. So his file was still open when he finally emerged three months ago, showing up without warning in Federation space aboard an Orion ship. We debriefed him extensively while we allowed him to range freely and hunt on an isolated and almost uninhabited savanna type world to recuperate. In short, he was confronted by the Republic's Intelligence service and accused of being a spy. An argument ensued, but Kzar managed to get away, no doubt after an epic and bloody fight. We don't know the details because he refuses to tell us, but he said he spent the next 40 days on the run until he managed to escape Kzinti space and arrange a rendezvous with an Orion ship. There were several confrontations with the authorities involved, and when I tried to pin Kzar down on how many he had killed, he nodded his head when I reached twenty. The only reason he confirmed that number, he told me, was to emphasize the fact that there is no possible way he could now return to Kzinti space short of another revolution. I offered him another similar mission, this time to the Klingon Empire, but he emphatically refused. Although he never considered himself a spy, apparently even being accused and viewed as such has compromised his use for future intelligence operations, and he is violently opposed to further assignments from SFI. He further informed us that if we did not agree to his immediate reinstatement as a Starfleet officer, he would resign his commission and emigrate permanently to the Klingon Empire or Orion space. We tried to impose a condition that he would refuse to discuss his work for us, but he refused again, saying that to lie would compromise his honor. We finally reached an agreement whereby he would try to avoid the subject, but if pressed, could reveal that his leave of absence was spent in Kzinti space. Further, he would try to avoid mentioning that he was sending reports to SFI. Short of terminating him or allowing him to leave Starfleet and the Federation, this was the best agreement we could get. However, despite his now almost xenophobic hatred of SFI, we have high hopes Kzar can still be of use to us in the future. I would be remiss if I did not mention that Kzar insisted on reporting again to Horr'karr Riit, despite our recommending against it. Again, we do now know exactly what happened, but Kzar did not earn a name or lose his outcast status, so we can only presume Horr'karr Riit was unimpressed by Kzar's work. We suspect this is because Kzar did not tell Horr'karr Riit what he wanted to hear. Kzar emerged from this interview almost dangerously quiet, and we suspect somewhat embittered and even more estranged from his own species. He has led a remarkable life and accomplished some incredible things, yet he is still nameless, an insult and status with such deep meaning that other species might find it hard to comprehend. He has faithfully served the Patriarchy to the utmost of his considerable abilities, yet has met rejection and been ostracized at almost every turn. Had this not played almost directly into our hands by creating a potential intelligence asset that we believe can still be invaluable, one would almost have to feel sorry for him. Despite this, he still professes to be dedicated to the restoration of the Patriarchy, as he promised his father he would fifteen years before. He has now been returned to active status and placed on the reassignment list. We have arranged for his return to Starbase ALPHA and will keep a careful eye on his future assignments, although of course this will remain unknown to his Captain and crew, and most especially from Kzar himself. If we make use of him in the future, it will have to be through intermediaries or posing as someone else, although extreme caution is indicated because his reaction would predictably be violent should he find out the truth. Operation Bobcat has been placed on inactive status until such time as we need Kzar again. C. Medals and Commendations ---------------------------- [NRPG: Yes. No clue as to what they were or when awarded though.] ============================ V. Skills Profile ============================ Kzar is an accomplished and recognized champion warrior from a race of conquerors who are naturally larger and stronger than just about any known sentient species. Sometimes it seems that's all he cares or knows about. Coming from a purely carnivorous species that lives by the hunt, and pride themselves on relying on their instincts and senses (which are considerably better than the average humanoid in just about all respects), he makes the finest natural scout any of his instructors have ever seen, despite his bulk. His single-mindedness has made him into an excellent Tactical officer. His aptitude for Security is equally impressive, and he actually seems to prefer that role as it gives him the chance to leave the ship and perhaps use his combat skills. Although he claims to disdain modern weaponry, he is recognized expert on all known Federation and alien weapons, including an amazing number and type of archaic ones, especially bladed weapons He is also one the finest small craft pilots his instructors have ever seen. This is due in part to his tougher constitution, which allows him to take the stress of maneuvers that would kill most beings, but his superior senses and quicker reflexes, as well as constant study of historical combats, contributed to his impressive accomplishments during advanced flight training. Although he claims to disdain engineering, he studies schematics and is well-versed in field repairs for all types of small craft. That does not, however, seem to extend to Starship Engineering and theory, of which he knows only as much as he thinks he needs to know. Although he does not like to admit it, he has also become proficient in programming and repair of computers, especially the ones used on starships and small craft, though he is far from an expert. ============================= VI. Recent Fitness Reports ============================= Lt Commander Andrew Darby, Counselor, STARBASE ALPHA, Stardate 220425 Commander Kzar is, by his own admission, in a dangerous state of mind, and this agrees with my professional opinion. His service aboard the CONSTELLATION, although contentious at times, marked steady progress in his interaction with other species and integration into Starfleet. He served with overall distinction, and even made some friends among the crew. After the CONSTELLATION was destroyed during the Dalradian War, his career has seemed to head downhill. First came the debacle of Operation Swamp Fox, and though again he personally served with great distinction, this was ignored and he was shunted to the very bottom of the assignment list by Starfleet Command for reasons that can only be speculated upon. It was only by great fortune that Captain Jake Lin chose Kzar personally as Executive Officer in his attempt to recommission the ANTELOPE, and the failure of that effort seems only to have further tainted Kzar's career prospects. I was unable to get him to discuss his recent leave of absence, and suspect that he was involved in intelligence operations instead of merely working as a security officer for Spaceways Corporation, then ordered to avoid the subject if asked. Kzar has always been prone to violence and falling back into a Kzinti mindset, but up until his recent leave of absence, Counselor's reports from his various ships show steady progress in assimilation and adoption of Federation moral standards. Unfortunately, he seems to have regressed somewhat since his last assignment, although he is older and experienced enough to exercise more control over his violent impulses. He will not confirm it, but I suspect that wherever he spent his leave of absence (and I doubt it was in Federation space), involved danger, combat and extensive interaction with fellow Kzinti. This is demonstrated by, among other things, his exaggerated sense of respect and obedience to superiors, and his disdain and impatience with inferiors, meaning almost anyone who is of a lower rank. Future commanding officers are advised to watch him carefully and do their best to re-integrate him back into Starfleet. I further recommend that Starfleet consider reducing him in rank to mitigate the Kzinti mindset mentioned above, although he may consider that an unforgivable insult and his reaction may range from violence to outright resignation of his commission unless a plausible reason is found to do so. Again, I do not know exactly what happened during his leave of absence, but he clearly desires to serve aboard a starship again. He freely confesses to being frustrated, prone to violent solutions to any problems that confront him, and estranged from Federation moral standards. In short, he is acting much more like a Kzinti now and less like a Starfleet officer. There is no doubt in my mind that he could still make significant contributions to any starship and become a valuable officer again, but it may not be an easy transition for him... or his crew. Nevertheless, he seems almost eager to rejoin Starfleet, and I recommend we give him the chance. ============================= VIII.
