II. Background Summary
===========================

Sahen is a Romulan scientist, earning dual doctorates in genetics and
xenogenetics at an early age.  His brilliance manifested early, helping
to bring about advances in longevity of life by curing long-existing
genetic disorders.  This research, however, would be bastardized into
something more sinister, at the behest of the Romulan government:
create a genetic mutation that would destroy and entire species once
set free.  After developing the delivery mechanism (in the form of an 
airborne virus), Dr. Sahen's virus was launched...at Andoria, in retaliation
for something related to the destruction of Vulcan; details of the specifics
have not been forthcoming from either the Romulans or the Andorians.
The missile carrying the biological agent was intercepted and destroyed, far
closer to Andoria that it should have gotten.

in later years, ss he continued his research into Romulan genetics, Dr. Sahen 
came across the research of Dr. Arik Soong's "Augment" experiments.  Convinced 
he could succeed where Song had failed, he convinced the Romulan government he 
could create "docile supersoldiers"- troops that had superior strength, 
intelligence, hardiness, etc., yet without the superior ego and drive that
went along with the package: a completely controllable super asset.

However, working on such a highly-classified project for the Romulans
came with a price: a lack of freedom.  Dr. Sahen would reach out, through
covert sources given him by Star Fleet Intelligence operatives, to
the Federation, seeking asylum.  The Federation granted his request, and
arranged an extraction...all Dr. Sahen had to do was get to Arcturus.

However, his plans ended up being not as secret as he would have liked; 
the Klingons, Romulans, and even the Am-Tal (Andorian intelligence)
tried to intercept him (the Andorians, being ever more direct, went so
far as to send in an assassin to permanently remove him from play).  
Ultimately, the Federation extraction team was successful in extracting 
Sahen, but not without creating a rather large intergalactic incident
in the process.

His disposition since has, naturally, been classified.  The most persistent
of rumors regarding his whereabouts have him living a life of luxury on
Risa at the Federation's expense.  However, there are conspiracy theorists
who have taken to the public nets suggesting that Sahen has secretly been
working for the Federation all the while...

Character Notes

Sahen does not care about anything other than himself. Not so much in terms of wealth, but in terms of scientific freedom: he wants the freedom to research whatever he wants, without any pesky restrictions placed on him. He also lacks any sort of ethical or moral compass; he acts solely for the sake of scientific advancement- HIS scientific advancement. This has made him- and still makes him- very, VERY dangerous.
