Despite (or perhaps because of) this sensitivity, Cicero possesses an insatiable curiosity, its digital tendrils constantly poking into every corner of an investigation, sometimes to the annoyance of its humanoid colleagues. Ultimately, though, Caesar's unique blend of brilliance, humor, and emotional vulnerability makes it an invaluable asset to the Agency, ensuring no criminal can outsmart or outwit this extraordinary AI. Its gentle reminders to personnel are often appreciated but sometimes viewed as incessant nagging.

Accessible via SFSECIS-issued wrist or subdermal communicators, Cicero serves many roles for both field agents and support division staff, including situational analysis, guidance in UCMJ and UFP laws, SECIS regulations. “He” can also provide advice on any topic currently in Memory Alpha, and tends to do so frequently, without being asked.

NOTE: Given the horrors of past AI catastrophes in Star Fleet, SFE has laboriously built numerous safeguards in Caesar, severely limiting its ability to control or override other Star Fleet systems, while still able to essentially ‘look but not touch’ sensitive or critical systems.

Cicero cannot be ordered to directly or indirectly cause harm to a living being. Furthermore, its core mandate to protect SECIS personnel from harm cannot be overridden by anyone.
