B. Background Summary
---------------------
Octavian Rafe was orphaned at age 6 when his parents were killed during a 
hostage crisis aboard the USS BonaVenture. Octavian was raised by his 
grandparents in New Orleans, Louisiana, understanding only that his parents 
had died. Around age 13 when his grandparents deemed Octavian was old enough 
to understand the events of his parents death he was told the truth. From 
that point on Octavian was obsessed with learning everything he could about 
hostage negotiation and diplomacy.

Rafe spent his academic time understanding people’s motivations and responses 
to stressors. He graduated with a dual degree in sociology and psychology from 
Dillard University and went immediately into the Federation Diplomatic Corps. 
Octavian was a gifted orator and negotiator and quickly moved into positions 
of greater responsibility.

Rafe was among the Federation Diplomatic party that was sent to begin the 
initial talks with Coridan to admit them into the Federation.  Nausicaan 
pirates raided the diplomatic ship and held the negotiation team hostage. Rafe 
became the chief negotiator after the pirates killed the Federation Ambassador. 
Realizing that negotiation with the Nausicaans was useless he did the best he 
could to keep his team alive until Star Fleet Marines were able to liberate 
them. During the rescue, Rafe watched as one of the Nausicanns in a fit of blood 
lust blew himself up just so he could take a few marines with him. This caused 
him to rethink his life’s mission. He realized that sometimes diplomacy needed 
force to back it up. Upon returning to Earth he left the Diplomatic Corp and got 
an appointment to Starfleet Academy.

His first two years at the Academy were exemplary.  Rafe excelled in his studies 
and due to his conditioning as a Jai Alai player made most of his classmates try 
and catch up to him during physical training. This was exceptionally sweet for 
him since most of his classmates referred to him as the old man due to his being 
several years older than them. 

Rafe’s early Starfleet years where unremarkable until he distinguished himself 
while serving aboard the USS Chancellor NCC-0841, a patrol ship on the Gorn boarder. 
The Captain of the ship had been infected with a neuroparasite that he had picked 
up on an away mission and quickly deteriorated into madness. He directed the ship 
into Gorn space and engaged a Gorn battle cruiser. The XO had tried to relieve the 
CO of duty, but was executed by the captain. The Captain managed to escape the bridge 
and barricaded himself in the auxiliary weapons control room and begin firing upon 
the Gorn ship. Rafe used site-to-site transport to have himself beamed into the 
auxiliary weapons control room. He was able to secure the room, but at the cost of 
the captains life. Rafe then had the ship lower its shield and was able to broker a 
peace with the Gorn Commander. He was given the Medal of Merit- Diplomacy for his 
efforts in averting an interstellar war.

As Rafe moved up in rank and responsibility his command style became one of 
motivation and mutual respect.  Rafe while never a stickler for useless rules is 
quite emphatic about regulations ensuring the security and safety of ship and 
crew.  He is a hands on commander who is well liked by both peers and subordinates.

VI. Recent Fitness Reports
==========================

Octavian Rafe is in excellent physical condition.  He has been counseled 
that he needs to decrease or preferably eliminate his use of tobacco. He has 
macular degeneration up 2% from his last physical exam. This deterioration is 
within Starfleet parameters and is attributed to aging. I have discussed 
with him the need to use eyewear for extended reading since he refused to have 
the problem surgically corrected. I find no other physical limitations, diseases 
or conditions.  Captain Rafe is cleared for active duty.

VII. Psychological Profile
==========================

Captain Rafe presents himself as a well rounded and stable individual. However 
he seems to have an underlying controlled aggression, which is quite interesting 
given his term of service in the diplomatic corps. He seems to be able to keep it 
in check even under extreme psychological duress. I have preformed additional 
screening to that effect and do not foresee this being an issue that would affect 
his command.

Octavian is an avid reader and, fanatical Jai Alai player. His off time is often 
spent in the holo-deck facing off against a computer opponent. Even though he 
considers himself an athlete Rafe likes to smoke cigars and has a penchant for
