The delegate from TEMPEST has made an amendment to the text of his
proposal.  This effects the selection of delegates to the proposed by-laws
committee.  The amended proposal is attached.  This proposal supersedes
P98.02.03.

Proposal to the RT:

Rationale:

A number of people, both for and against proposal P98.01.01, have mentioned
that a "standard" set of rules and regulations, taken from both currently
published documents and common practice, and set down in one document, would
be a good idea.

Since most other organizations have something of this sort, the authors of
this proposal tend to agree.  Hence the following:

Proposal:

A committee shall be formed to create for ASR a set of by-laws.  The By-Laws
Committee shall meet for as long as is necessary to create a coherent set of
rules and regulations.  This set of by-laws will then be submitted to the
Round Table, where a vote of two-thirds in favor will be needed to effect
passage.

1.  Make-up of the By-Laws Committee

The Committee shall consist of thirty people as follows:

   Not more than three representatives of the Flag Council, to be selected
from among their membership at the discretion of the CINCSF;

   Not more than five representatives from each Fleet (Green, Indigo, Red,
Silver, and Ancillary), to be elected from the Fleet's membership by the
Fleet's membership, none of said representatives to be members of the Flag
Council;

   Not more than two representatives from the branches, to be elected from
branch billets by players holding branch billets, none of said
representatives to be members of the Flag Council.

The committee shall initially be chaired by the CINCSF until such time as
the committee has elected another chair from its membership, at which time
the CINCSF, unless he has been selected as a representative from the Flag
Council, will step out of the committee.

The committee shall be run by essentially the same rules as the Round Table,
except that the Chair shall have the right of discussion.  Also, the Chair
may, at his or her discretion, make the deliberations less formal. :)

2.  Make-up of the By-Laws

The document created by the By-Laws Committee shall include, but shall not
be limited to, the following:

   Duties of Administrative Billets;

   Installment and Removal of Players in Administrative Billets;

   Duties of Administrative Bodies of ASR (i.e. the Flag Council and Round
Table);

   Procedures for Amendment to the By-Laws.

Any other material which the Committee deems necessary and appropriate shall
also be included.
