 Station shields are usually divided into semi-independant and overlapping
    sectors.  Starbase OMEGA has 24 sectors approximately 1200m long,
    divided into quadrants around the station.  It is possible for shields
    to fail in a single quadrant and to cover quadrants with weakened
    extended shields from neighboring quadrants.

Notes:

Starbase KAPPA is one of the smallest fleet command starbases in the
Federation.  It was converted from the Hospice-class Medical Outpost in
the Khitomer system to act as a central command post for the region.  With
a permanent occupation capacity of only 50,000, it is hardly larger than
many deep space stations.  However, the base was refit with an internal
dock which allows the base to service a single large cruiser (or even a
SOLAR-class battlecruiser) or multiple smaller ships.  It is not possible
to dock more than one large cruiser or capitol ship at a time in Starbase
KAPPA; however, it is possible to dock up to 5 smaller light cruisers in
the base simultaneously or multiple smaller vessels.

Khitomer has a number of free-floating space docks in orbit which have
been installed to supplemant the capabilities of the base for repair and
refit.  Most starships with substantial damage are repaired to the point
which they are spaceworthy and then sent to ship yards for overhaul
because of the efficiency of these yards.  The nearest yard to SB KAPPA
and Khitomer is in the Epsilon Indi (Andor) system.  With the arrival of
Daystrom Spaceframe Industries, a pair of more advanced refit and
construction bays have been towed into the system.  While is is unlikely
that a full shipyard will be constructed this close to the Klingon and
Romulan borders, it is anticipated that repair and refit capabilities of
the facilities in the system will conintue to improve.

In emergency situations, like other Hospice-class stations, the base is
capable of supporting large numbers of personnel and has enormous areas
dedicated to conversion to emergency medical suites. 

The peaceful origins of the station did not prevent a massive overhauling
of the basic defensive grid for the starbase, however.  When the base was
redesignated a fleet command starbase, the weaponry was massively
upgraded.

Deck Three (Alpha-3, The Promanade deck)
This area located level with the docking bay done, the top of this 10
meter tall open deck allows viewing of the stars and planet.  The lower
level has ports which allowing patrons to observe docking area operations. 
The multileveled storefront provide a view of the docking area and star
field from almost any perspective (three levels of roughly 3 meters each)
      
    A. Cantina del Noche: A Karaoke/Restaurant/Night Club.  Holosuites
       availble by appointment. Featuring an eclectic collection of
       holoprograms gauranteed to suit to the adventurous and romantic.
       
    B. Casablanca: A bar 
       
    C. Cavalier's Relics: An antiques shop, owned and operated by Luc  
       Cavalier.  The shop is facing Casablanca.  Inside the shop are four
       display rooms and storage areas, although only two of the display 
       rooms have yet opened.
         
    D. Mak'bara studio: (unnamed) It's positioned in a corner at one end
       of the Promenade and contains at least a large room, mostly covered
       with a mat, and a small office by the door to the Promenade.
             
    E. Cafe` Fandango: A civilian replimat. Owned and operated by Melanie 
       Chiswell It's three stores down from Cavalier's Relics, The 'only'
       place, (according to it's management and apart from the Ferengi   
       hideouts, to obtain non-Starfleet accessories.)

    F. Security Office: No decorations, the walls are covered with
       monitors.  In time of crisis, she'd be running around the station,
       in Ops or in her office. The door to the detention cells is in her
       office.
         
    G. Civilian Visitor's Quarters

Deck Four

    A. Docking Operations

       1. Interior docking area equipped with four spacedocks 650-A
          through C, 810-A can accomodate ships of a length of up to the
          number in its designation (in meters, lengths are given in the
          specifications).  The 650's can handle small CA's, most CL's and
          all smaller ships; the 810's handle most BC's and everything
          smaller.
       
       2. Enclosed docking facility occupies a large portion of the
          station, but is relatively modest for a fleet command starbase.

    B.  Two THUNDERBOLT-class escort destroyers are permanently assigned
        to the station and are docked in the areas below deck 4, WARHAWK
        and MIRAGE.
