Title:   Admin Rotation

Summary: Admin players must rotate posts at least once a year 

Rationale:  ASR is big and diverse enough that its interests 
            are best served by a regular rotation of players 
            in admin posts.  This gives players a variety of 
            experience, makes room for "new blood", avoids 
            stagnation, and limits the scope of personality 
            conflicts. 

Text:  No office in ASR outside of an individual Fleet may be 
held by the same player for more than one calendar year from 
taking such office, and no player may hold the same office 
again until one full calendar year after leaving it. 

       For the purposes of this proposal, "office in ASR out- 
side an individual Fleet" refers to CINCSF, CSFO, COMLOG, COMALB, and 
the support personnel (XOs, "branch" officers) under their respective 
authorities. 

       Players who have served for more than six months in an 
affected position at the time of the passage of this Proposal 
will enjoy a six month grace period before being required to 
leave their current positions; those who have served for six 
months or less will be required to observe the regular one 
year limit. 

       This proposal does not imply any change in the way 
players are chosen for any post, or in other ways that they 
may leave such post.
