Assembled Delegates, I begin my opening remarks with what is surely the most important announcement I have made in the two years I have been CINCSF. Many of you likely figured something was up if you looked closely at the Roll when it was posted. It is my distinct privilege and honor to announce that, as of yesterday, the 6 remaining units from what had been Star Trek: Frontiers have accepted our invitation to re-join ASR. I don't need to tell you that this is a bit of a triumphant homecoming for everyone involved, and I am excited and proud to be able to welcome them into our club. This move brings us, as I said, 6 units, each with at least 7 confirmed and committed members, and a total of about 35 players across 49 billets. Together, they will form SAPPHIRE Fleet, and will be under the command of Kevin Richter. Mr. Richter is with us representing SAPPHIRE Fleet at this RT, as are the commanding officers of the new units. I would like to welcome them personally to this proceeding. I would also like to welcome, as an honored observer to this forum, Mr. Paul Gilbertson, the outgoing Frontiers Commander-in-Chief, and thank him for his work in helping to bring our clubs together once again. SAPPHIRE does not just bring with them players and units; this is not simply about numeric growth for ASR. The personnel joining us bring with them a technological presence ASR currently does not have- they can do more things service-wise for our club, like establish a better bulletin-board system and introduce a wiki-style library. Each of these things will have a positive effect on our potential growth, and make us even stronger than we are now. And ASR **is** stronger and healthier now than it was 2 years ago. We have a lower number of units, yes...but that is not because of dwindling numbers; in fact, we had (until yesterday) almost exactly the same number of players now that we had two years ago when I first took office. Our individual units, because there are less of them for the same number of players, are comparatively stronger. And, with the billets being spread out more uniformly between players, this club is not quite as reliant on a few 'uberposters' as it has been in the past. We still have much work to do in this area- that much is certain. But the numbers **do** show an improvement: we currently have 137 players on our active roster, and have 249 RP and administrative billets. That brings our ratio of billets per player to 1:1.82, the first time it has been less than 2:1 in a long time. As a result of this rediscovered inner strength, The club- even without the addition of the Frontiers units- is once again on a growth cycle; the dead wood has been pared away, and new life is springing forth as we speak: GOLD will be opening USS FEARLESS likely before the RT is even over; GREEN has USS COVENTRY slated for opening in the very near future as well. This is a time of hope for this club; it is a time that sees exciting changes on the horizon for us. It is a time that will hopefully welcome our brothers and sisters from Star Trek: Frontiers into our family. It is a time that will undoubtedly see us continue to grow and prosper. I maintained when I took office 2 years ago that ASR had the structure in place to thrive, and we're proving that every day. I thank each and every one of you for your dedication to seeing this happen, because this is **not** the job of one person. It is now time for someone else's vision to direct this club...and from what I can see, we have no shortage of capable people to handle this responsibility. It has been my honor and privilege to have served two terms as your CINCSF- especially considering that I had never honestly thought I'd be elected. I am truly humbled by your faith in me- thank you all.
