On larger ships, Flight Operations and Navigation, despite their obvious connection, are separate entities due to the fact that such vessels have enough incoming and outgoing traffic- especially when that larger ship is operating as a command or flag ship- to necessitate a clear
division of labor.  As such, on large vessels (CA and larger), the person in charge of the parent ship's navigation, movement and mapping is known as the 'Chief Navigator,' or NAV; the person in charge of the incoming traffic to and outgoing traffic from the parent ship is known as the 'Flight Operations Officer,' or FLOPS.
 
On smaller units, where this division of labor does not exist due to the lessening of traffic and the smaller number of trained personnel, the officer in charge of both the flight operations and navigations duties is known as the 'Flight Control Officer,' or FCO.
