| |
| ship but at least the best decision LT Mercer could do for his

| LCDR Mercer is a stable and deliberate character. Fellow-officers often

| mistake this for lethargy and/or hesitation but that is completely
| |
| wrong. David Mercer is one of the fastest thinkers and actors I have
| |
| seen in my professional career - he simply considers all options before
| |
| acting. In private David Mercer is a reliable and congenial man.
| |
| Sometimes he is even up for pranks. His humor is ironic and sarcastic -
| |
| sometimes also a bit cynical. His razor-sharp mind and his keen
| |
| language can be a pain in someone's mind.

| 1) LCDR Mercer decided to leave Starfleet after 5 years of service and
| |
| a promising career. The reason was that he felt uncomfortable travelling
| |
| around in space when there was so much crime in the streets of the planets
| |
| themselves. Following this call he attended courses at several private
| |
| academies also frequented by regular law enforcement organisations.
| |
| There he got in touch with SECIS operatives and was fascinated by the
| |
| job they did.
| |
|
| |
| 2) The commendation from SD 020112 is classified due to the nature of
| |
| the mission for which LCDR Mercer had earned it. The mission was a
| |
| counter-intel mission which uncovered Romulan operatives who had deeply
| |
| infiltrated Starfleet Marine Corps as well as Starfleet Medical. During
| |
| surveillance of suspects his cover was accidently blown up by a fellow
| |
| operative. The fellow operative died in the following attack of a
| |
| Cardassian assault-team and Mercer was wounded. Only the immediate
| |
| action of a rapid response team installed for their backup could save
| |
| his life.
| |

| |
| 3) On SD 121107 Mr. Mercer lost a complete investigation team due to
| |
| misinformation. SECIS had been provided information about drug-dealers
| |
| by other UFP-services but the information had proven wrong. The whole
| |
| team had been wiped out in a counter-attack from the dealers. The
| |
| estimation about their strenght had been 400% below their real
| |
| headcount. During the proceedings the court came to conclusion that it
| |
| had not been misplanning of the operation and the responsibility for
| |
| the disaster was outside of SECIS. Nevertheless Mercer was so fed up
| |
| with the inter- and intra-organisational problems that he resigned from
| |
| SECIS. A sabbatical year he thought would serve him well to decide for
| |
| his future career.
