Title: ASR Bill of Rights

Summary: The fundamental rights of players and COs
in ASR are listed in simple, clear form.
Rationale: "Oral" tradition, FAQs, and other methods
have been subject to confusion and mistaken
assumptions. A single, bare-bones listing
of the basics is needed.

ASR BILL OF RIGHTS
------------------
1. Every player has a right to timely, courteous, and equal
treatment by all persons holding official position in ASR.
2. Every player has a right to choose whether to release
materials, ideas, and characters of that player's creation
to be used by others in ASR.
3. Every player has a right to retcon or retraction in the
case of that player's RP, written in good faith, is
ruled to have consequences to the player's character that the
player cannot accept.
4. Every player has a right to receive advocacy from the Unit
CO when the player has a grievance outside the Unit.
5. Every player has a right to move a player character from
one Unit to another, or to or from inactive status, subject to
the agreement of a destination Unit's CO, and to reasonable
procedural requirements.
6. Every CO has a right to move an ASR RP Unit from one Fleet
to another, or to or from inactive status, subject to the
agreement of a destination Fleet's CINC, and to reasonable
procedural requirements.
7. Every CO has a right to use, or not to use, the materials,
resources, and advice of the support or branch departments
operating under the CINCSF, at the CO's discretion.

Appendix: Glossary and Reference

Branch department - see Support department
CINCSF - the ASR Commander-in-Chief, Starfleet
Retcon - from "retroactive conversion", a library term; the
changing of RP material after it has been posted.
Support department - One of several bodies in ASR which
operate, under the authority of the CINCSF, to
gather and provide specialized reference
information and advice for the benefit of Unit COs,
and other players, who request it.
