Mr. Drake has performed extraordinary during his service on board USS
FAIRBANKS. Part of his time he had to take over TAC/SEC-duty too. He ran
double shifts for 4 weeks after we had lost our CSO on an away mission.
 
Mr. Drake is not a very congenial partner. He often says things the way
he thinks about it. On the other hand he is as honest and honourable a
man can be.
 
It's a pity to lose an officer like LTJG Steven Francis Drake. But from
what I know, he has a vocation for higher honours of service in the
fleet.

LCDR Drake is a polarising personality to say at least.
 
First and most essential for a commanding officer he is a fine officer
with a stable character. Fleet-service is a vocation to him and his
performance displays that in a very significant way. His performance has
met the highest standards for the most time he was assigned to our
taskforce.
 
Second, he is definitely no officer of whom to expect blind obedience or
"sticking to the book". He always challenges things and orders for
himself and if something is not correct or clear from his point of view
he tries to iron things out until he's satisfied. Despite this Mr. Drake
has always been polite and respectfully to superiors and - more
important - to subordinates. Although I have to admit he sometimes
"tipped the line" it had worked out, that he had been right with his
point of view.
 
As a friend he is reliable and deserves the respect of a true friend
once he offers you friendship. His friendship is not easy to achieve by
the way.
 
It is sad that I lose Mr. Drake. He had been a very good officer _and_
friend. God speed and good luck for his future career, which I will keep
an eye on.
