Notes:

The design for the NEBULA-class light cruiser has changed little
in the last forty years.  To minimize the lengthy design and
testing time, Starfleet requested that the competing designs be
based off of existing space frames and technology.  The result
was a starship designed around the saucer module and warp drive
of its larger GALAXY-class cousin.  Much shorter than the
GALAXY-class starships the NEBULA-class retains a little more
than 2/3rds the displacement.  Equipped with an interchangeable
sensor/weapons pod the NEBULA-class can be optimized for various
different missions.

The HOOD-class is the third model modification of the
NEBULA-class, the second being a systems update.  The HOOD-class
although similar in the appearance has been redesigned from the
inside.  The space frame has been strengthened, and all computer
and sensor systems have been updated.

The key feature in the success of the design is still the 
interchangeable pod, now designated Multi-Mission Pod (MMP),
which has been redesigned to allow the installation of the most
advanced equipment in Starfleet.  The various MMP's are
designated Type-1 through Type-5 and have a tradeoff between
computer, sensors and weapons systems.  The weapons pods are
intended for military applications and include enhanced
resolution tactical sensors, but lack the many advanced
scientific scanning systems.  All pods contain an auxiliary
reactor core to supplement the power required by the various
equipment contained within.  Also, each pod features a
tie-in to a third computer core in the secondary hull dedicated 
and optimized for multimission profiles.

The NEBULA-class upgrade was proposed in early 2405, and the
design was completed and presented in March 2406.  Getting final
approval before starting construction of the test prototype.  The
USS HOOD was completed in August 2406, and after a 6 month
testing program the design was approved for fleet assignment. 
One of the first ships to see upgrade to the new specifications,
the MELBOURNE was overhauled at Starbase Beta and was
recommissioned on Stardate 70800.  All current NEBULA-class
starships are scheduled to be modified and upgraded to HOOD-class
specifications.
