   Title:   Request for Document - Command-Level Billet
               Descriptions
   Authors: Takako Nagumo and Peach Sweeny

   Summary: The RT mandates the CSFO to create, with the advice
of the Flag Council, a document that describes the duties and
responsibilities of the three command-level billets.  These
descriptions would be general guidelines, adaptable for Fleet or
Unit use.

   Rationale: ALB provides documents with general descriptions of
non-command-level billets as a part of the new player's
introduction to ASR.  In the opinion of the authors, a similar
document, written for players with command level billets, will be
helpful to current and future command-level billet holders, 
whether they choose to adopt it wholly, adapt it with changes, or
use it to develop different descriptions.  In Fleets or units
where such guidelines have not been clearly expressed, this
document may serve as a reference for those who desire guidance,
and/or a basis for discussion for its adaptation to the needs of
individual Fleets and units.

   Text:

The players of ASR, as embodied by the representatives to the
Round Table, mandates the Chief of Star Fleet Operations (CSFO),
with the advice of the Flag Council, to create a document that
describes the duties and responsibilities of the following three
billets:

1) Commanding Officer (CO)
2) Executive Officer (XO; alternatively referred to as 'First
   Officer' on some units)
3) Operations Officer (OPS; alternatively referred to as 'Second
   Officer' on some units)

This document shall not be prescriptive, but shall be for
reference only, with the right to adopt or adapt reserved wholly
by the administrators of the respective Fleets and RP Units.
