Given that the delegate seated as CSFO took over the duties of acting
Chair of this RT between the dates of 101002.0416 and 101006.1654;

Given that the said period in which the CSFO held the chair was one of
only two periods in which the seated CINCSF was subjected to a Vote of
No Confidence, and arguably the most politically divisive and damaging
period in ASR's history to date;

And given that the delegate seated as CSFO discharged the duties
normally assigned to the CINCSF with ability and dispatch;

This body hereby recommends that the CINCSF award ADM Midori Takahashi
(AKA Takako Nagumo) the Legion of Merit medal for service above and
beyond the call of duty.
