TITLE:  Document Review

RATIONALE: There seems to be some confusion about the 'rules' of ASR.
Seemingly this has been caused by the state of ASR's documentation. 
Some form of review seems to be required.

TEXT:

The Flag Council be charged with improving the state of the
documentation related to ASR.  That this be accomplished by either a
complete review of all current documentation, supplementing it where
necessary, removing sections where necessary, and/or reorganising where
necessary; or some other method of the Flag Council's construction.

The Flag Council should provide status reports of this process to the
Round Table at each and every session of said body, until such time as
the documentation review is complete to the Round Table's Satisfaction.
