"Amendments to #P96.02.01B: 'Rules and Procedures for the ASR 
Round Table'" 
 
Proposal: To substitute the following text for the section 1.C.1 
of the ASR 'Rules and Procedures'.

1.C.1 CINCSF 
 
The player of CINCSF - and thus the Chair of the RT - is elected  
under the rules of this section by the RT members. This election  
shall, in the first instance, be held during the April RT of each  
calendar year, although elections during the October RT will be  
permitted either under the conditions of the rules of this section  
or where the incumbent's first term begins in a session other than  
the April RT. 
 
The period of office of CINCSF shall be twelve months for the  
first term. For the purposes of this document, 'first term' shall  
be interpreted as any term of office in which a different person  
held the position during the period between the last RT session  
and the current one. 
 
The process for election shall occur as follows: 
 
a) From the 'Call of the Roll' by the Secretary - as described in  
section 4.A.1 - nominations of eligible members of the RT shall be  
accepted by the Secretary, for the position of CINCSF. All  
nominations must be seconded by an eligible member of the RT who  
has confirmed their intent to sit at the upcoming session. 
 
b) Nominations for the position of CINCSF shall close at midnight  
GMT on the last day before the RT session is to commence. Any and  
all nominations shall then be included in section 3.A of the  
docket, submitted by the Secretary as the Agenda of the RT  
session. 
 
c) The periods for discussion and voting on candidates are as  
described in 5.B.2.c. The discussion period shall commence no  
later than 24 hrs from the time the session of the RT is convened,  
giving the Secretary time to submit the Agenda and session roll  
before discussion begins. 
 
d) In all instances, the number of votes required to elect the  
player of CINCSF shall be one half of the votes cast plus one. 
 
e) In the event that no nominations for the position of CINCSF are  
received by the close of nominations and in the event that the  
current CINCSF confirms in writing to the RT - no later than 24  
hrs from the beginning of the session - their desire to continue  
until the next scheduled regular session of the RT, then said  
person shall be reappointed CINCSF without the requirement of a  
vote by the members of the RT. 
 
f) In the event that no nominations for the position of CINCSF are  
received by the close of nominations and in the event that the  
current CINCSF does not wish to continue in that position, the  
Chair, or acting Chair, of the current session of the RT, shall  
reopen nominations for the position of CINCSF and hold and  
election as described in 1.C.1 of this document. The Chair, or  
acting Chair, shall hence have the power to extend the session,  
without the need of successful motions from the RT body, until  
such time as a player of CINCSF is duly elected. 
 
g) Any second or subsequent continuous term of CINCSF by the same  
player shall last only until the next regular session of the RT.   
From the Call of the Roll of this next session, nominations shall  
again be accepted for the position of CINCSF and an election as  
described 1.C.1 of this ducument shall occur. 
 
h) In the event that the player of CINCSF resigns the position  
more than 30 days before a scheduled regular session of the RT,  
the Flag Council must appoint an acting CINCSF until the next  
scheduled regular session of the RT. An election for CINCSF must  
then be conducted - under the rules of 1.C.1 - at this next  
session with one exception: any acting CINCSF must be confirmed by  
a majority vote of the RT body as described in 1.C.1.d.
