Title:  Flag Council 'Register'

Summary: 

The Flag Council will be held accountable to the Round Table and the 
membership through bi-monthly reports on its discussions and decisions. 

Rationale: 

The U.S. Congress publishes a listing of all the proceedings on the floor, 
as well as records of bills and votes, in the _Federal Register_.  In the 
same manner, the ASR Round Table publishes a summary of the discussion, as 
well as the proposals examined and votes on those proposals, at the end of 
each session.  The distance of the Flag Council from the membership which 
is perceived by some members would be shortened if the Flag Council also 
published some regular report of its proceedings. 

Text: 

The Flag Council (which currently consists of CINCSF, CSFO, COMLOG, the 
CINCFleets, COMANC, and COMALB) will publish proceedings of its meetings as 
a whole every two months to the members of ASR.  The form of publication 
will be left up to the Flag Council; however, it should be a form which is 
readily accessible, such as a web page which is kept updated and which is 
linked to the main ASR page, or a report to the CO's every two months which 
will then be passed on to the members. 

It is understandable that the Flag Council, like the Round Table, wishes to 
keep actual debates and discussions secret.  However, the following would 
be expected in the Flag Council's report: 

1. Any proposals and topics of discussion which come before the entire Flag 
Council; 

2. Summaries of votes on any matters which comes before the entire Flag 
Council; 

3. Summaries of discussion on any matter which comes before the entire Flag 
Council, but is not subject to a vote. 

The document produced may be organized in whatever way the Flag Council 
sees fit, and may contain additional information as the Flag Council 
wishes.  The reports of the Flag Council will be archived for no less than 
one year.
