PURPOSE:
Persons in this role direct the activities of the entire Service; accountable for the performance of SFSECIS and all activities in which it engages. The Director In Charge (DIC) exercises leadership through a strategic vision and implements its direction through the Executive Staff.
This is an appointed billet, and as such the incumbent is not a sworn Law Enforcement Officer and has no police powers or authority under the SFUCMJ or Federation Law. This role is executive in nature and scope, with authorities in policy management, administrative and strategic decision-making.
Individuals occupying this role are appointed by the Federation Joint Intelligence Committee (FJIC) for a period of two years, may be reaffirmed for one additional two (2) year term. In emergency situations (wartime, etc.) the Federation Council may approve a third (3rd) term of office. Candidates must have been separated from any military service for more than two (2) years before assuming the billet.
BILLET SPECIFIC RESPONSIBILITIES:
- Authorized to award the Superior Civilian Service Award and lesser Star Fleet decorations to all SFSECIS personnel pursuant to applicable laws and regulations as civilian employees of Star Fleet component services.
- Establishes and communicates the agency’s strategic vision, direction, and priorities to the Executive Staff for agency-wide implementation.
- Functions as the Chief Executive Officer and directs the activities of the SFSECIS; maintains responsibility for the performance of SFSECIS and all activities in which it engages.
- Initiates the overall strategic planning and policy development processes of the Service; creates and refines the unit’s annual Strategic Vision and Mission Plan outlining all operational objectives and recommended changes for each year; ensures the Plan for accuracy, relevance, and consistency across all divisions and aligned with service priorities and submits the Plan for approval by the Federation Joint Intelligence Committee (FJIC).
- DIC is authorized to organize, assign and reassign responsibilities among SFSECIS units and personnel. The DIC must review and sign documents that;
o Are required by law or regulation.
o Center on SFSECIS core missions or efficiency, and are addressed to a higher authority,
o Deal with aspects of military justice
o Establish policy,
- DIC maintains Original Classification Authority (OCA) by virtue of the position for approving the designation of classified material as ULTRA SECRET, TOP SECRET or SECRET.
- Maintains accountability to the Secretary of Star Fleet for successfully achieving the SFSECIS core mission objectives and effectively managing its administrative activities. Executes through direction to, and supervision of, the subordinate Executive Deputy Directors.
- Provides Executive coordination of the activities conducted by SFSECIS to investigate and defeat the criminal threats posed to Star Fleet; responsible for SFSECIS efforts to reduce criminal activity and its impact on Star Fleet and Star Fleet Marine Corps.
- Serves as principal liaison between SFSECIS, Star Fleet Security, SFMC-CID, and OSFI to leverage all combined resources to mitigate internal and external criminal, terrorist, and Foreign Intelligence Entity (FIE) threats to any and all service components.

PURPOSE:
Persons in this role are expected to interpret and execute the SFSECIS Strategic Vision, to oversee activities of the Core Mission Goals and ensure adherence to the required Service Standards of Excellence in all assigned units as established by the DIC and approved by the FJIC.
This is an appointed billet, and as such the incumbent is not a sworn Law Enforcement Officer and has no police powers or authority under the SFUCMJ or Federation Law. This role is executive in nature and scope, with authorities in policy management, administrative and strategic decision-making.
Appointees are nominated by the Director-in-Charge (DIC) and confirmed by the Federation Joint Intelligence Committee (FJIC) for a two (2) year term and serves at the pleasure of the DIC.
BILLET SPECIFIC RESPONSIBILITIES:
- Accomplishes the effective operation and administration of the Office of the Director by causing each of the three Executive Deputy Directors and their staffs/elements to initiate and produce timely, fully-researched, and professionally-crafted staff action packages for DIC consideration; causing each of the three Executive Deputy Directors and their staffs/elements to review, vet, and provide relevant program-related commentary on pending staff actions for DIC consideration; and by recommending resolutions or courses of action for the DIC.
- Accountable to the DIC via the daily supervision, leadership and development of all Executive Staff and billeted support operations staff for the effective operation and administration of the Office of the Director.
- Advises the DIC on key staffing and executive decision-required actions.
- Arbiter of actions requiring DICs approval and actions having the Executive Staff’s interest. SFSECIS executives and senior managers are encouraged to consult with the CoS when preparing executive decision packages to ensure proper Office of the Director awareness. CoS will resolve all packages as ‘concur’ or ‘non-concur’.
- Directs the day-to-day business operations of the Office of the Director; responsible for SFSECIS efforts to effectively administrate the actions requiring Director’s decision or release authority; ensures that staff actions requiring executive decision are relevant, germane, timely, responsive, complete, and fully and appropriately vetted; and coordinates the flow of staff actions within the Office of the Director.
- Engages executive-level communications, internally and externally, to advise and inform the DIC and Executive Staff on all major policy, management, and administrative matters as required.
- Executes specified Director-in-Charge delegated authorities and powers as authorized.
- Manages the daily appointment calendar of the Director-in-Charge, and executes through direction to, and supervision of, the Administrative Assistant – Office of the Director-in-Charge, holding the support operations grade of Specialist in Charge [SP-6].
- May sign official correspondence only to the extent necessary to accomplish effective management of their area of responsibility and which does not call for the signature of the DIC or Executive Deputy Director.
- Oversees the execution of Director-in-Charge and Executive Deputy Director-tasked special projects.
- Provides Executive coordination of the activities conducted by SFSECIS to investigate and defeat the criminal threats posed to Star Fleet; responsible for SFSECIS efforts to reduce criminal activity and its impact on Star Fleet and Star Fleet Marine Corps.

- Researches and tasks the Administrative Specialist in Charge to produce responses to UFP and service component inquires.

Also serves as the principal advisor to the DIC for all operational issues, both internal and external in nature.
- Serves as the final formal official staff reviewer on all executive decision packages prior to review and approval by the DIC. Will coordinate the flow of the packages within the Office of the Director in Charge and facilitate substantive decision-related discussion with executive deputy directors (EDDs), assistant deputy directors (ADDs), and the DIC's immediate staff when necessary.

PURPOSE:
Persons occupying this role are expected to promote service-wide transparency, accountability and integrity while providing strategic guidance to the Executive Staff and stakeholders. The IG will interpret and execute the SFSECIS Strategic Vision, to oversee activities of the Core Mission Goals and ensure adherence to the required Service Standards of Excellence in all SFSECIS units.
This is an appointed billet, and as such the incumbent is not a sworn Law Enforcement Officer and has no police powers or authority under the SFUCMJ or Federation Law. This role is executive in nature and scope, with authorities in policy management, administrative and strategic decision-making.
Appointees are nominated by the DIC and confirmed by the Federation Joint Intelligence Committee (FJIC) for a two (2) year term. Serves at the pleasure of the DIC.
BILLET SPECIFIC RESPONSIBILITIES:
- Accountable to the DIC for evaluating service-wide performance, ensuring legal compliance, and overseeing personnel integrity/professional responsibility. Accountable to the Executive Staff for transparent performance/compliance evaluations, sharing valuable findings and issues (including "best practices"), and promptly investigating and resolving allegations of SFSECIS personnel misconduct.
- The Office of the Inspector General is an investigative entity and as such will release all IPI findings to Internal Affairs Division (IAD) for execution of further action(s) as warranted. IA may, at their discretion, place an individual on either Limited Duty Status or Administrative Leave during the course of an IPI.
- IG has the authority to use all resources of the Service to complete investigations and will control all Internal Personnel Investigations (IPIs). The SFSECIS IG will advise the Star Fleet IG prior to initiating any inquiry deemed reasonably likely to be of interest to the Secretary of Star Fleet (SECFLEET), the Chief of Star Fleet Operations (CSFO), the Commandant of the Marine Corps (CMC) or the Federation Council.
The purpose of the IPI is to:
1 - Clarify all serious issues regarding SFSECIS personnel misconduct. This includes both acts of commission or omission. Establish the merit or lack of merit of all allegations, accusations, or suspicions of SFSECIS personnel misconduct.
2 - Collect all available information and reports compiled by other agencies, when such agencies are investigating SFSECIS personnel for violations of criminal law.
3 - Document all incidents where a duty weapon, or personal weapon authorized for use as a duty weapon, is discharged, accidentally or intentionally, other than during the firearms qualification process or in combat zones when the rules of engagement have been followed.
4 - Identify all culpable parties.
5 - Collect all pertinent supportive evidence: real, physical, and circumstantial.
6 - Resolve clearly and completely all reasonable accusations, allegations and suspicions directed against SFSECIS personnel regardless of the nature of the incident or issue and regardless of culpability.
7 - Fully document SFSECIS practices and/or procedures approved or otherwise, which may have contributed to the incident or issue.
The Inspector General (IG) monitors the efficiency, effectiveness, and integrity of SFSECIS operations and personnel. These duties are geared towards ensuring compliance with Star Fleet’s UCMJ and Federation laws, and fostering the integrity and professional responsibility of the SFSECIS workforce. This oversight involves a multifaceted inspection process, encompassing the execution of the following programs:
o Directorates’ Internal Controls Program
o Intelligence Oversight Program
o Office of the Director-in-Charge’s Internal Control Program
IG will produce an Annual Statement of Assurance for each of the above programs for the DICs approval and release.
Coordinates SFSECIS Inspection Programs:
Directs the three Executive Deputy Directors to perform annual self-inspection assessments within their spheres of responsibility and to perform and oversee their field/division office management visits.
Reviews and evaluates self-inspection assessment and management visit reporting; recommends corrective action/shares information of value as warranted.
Directs IG-led Inspection Programs:
- Formal inspections of all SFSECIS facilities; establishes, publishes, and revises as necessary the triennial SFSECIS Facility Inspection Schedule. Ensures that formal SFSECIS inspections are scheduled, conducted, and concluded in a timely and thorough manner; prepare and publish inspection reports which include, when necessary, actionable findings and recommendations and, when appropriate, “best business practices” for consumption by other field elements.
- Investigates allegations of waste, fraud, abuse, mismanagement, and misconduct by SFSECIS personnel. All inquiries into matters affecting the readiness, integrity, discipline and efficiency of SFSECIS shall be conducted in an independent and professional manner, without command influence, pressure or fear of reprisal from any level within the Star Fleet service components.
- Maintains a cadre of personnel available to conduct triennial and follow-up inspection visits to field offices and headquarters departments. The IG may augment the inspection team using personnel from various field offices or headquarters departments as necessary. Typically, augmentees to the IG inspection team will be at the Supervisory Special Agent (SSA) [AG-5] grade or above.
The objectives of formal IG Directorate and Divisional Inspections are to:
o Assess leadership
o Assess quality of investigative and operational activity
o Assess effectiveness and efficiency of SFSECIS components
o Assess staffing levels
o Assess quality and management of available resources
o Assess compliance with established policies and procedures
o Develops appropriate recommendations to correct deficiencies
o Evaluates anomalies which prevent or inhibit compliance to established policies and procedures
All objectives are rated as either ‘Satisfactory’ or ‘Unsatisfactory’. Those indicated as Unsatisfactory must be remedied in thirty (30) days, at which time a follow-up inspection will be conducted.
CRITIQUES: A post-inspection critique is integral to SFSECIS inspections, providing inspectors with the chance to personally discuss their findings with senior personnel of the inspected component. Inspections of Directorates and Field or Support Divisions are thorough and may include directives for corrective action. Critiques should cover all aspects of mission accomplishment and major issues regarding compliance with regulations or standard operating procedures. Inspectors conducting headquarters inspections of field office subordinate components must also furnish a detailed critique to the ADD.
- Establishes and produces, in conjunction with the Executive Staff and the Human Resources Division, policy guidelines and standards of professional conduct for all personnel.
- Establishes SFSECIS inspection and compliance oversight policy, guidance, priorities and performance requirements.
- Exercises leadership of SFSECIS component performance evaluation, legal compliance, and personnel integrity efforts and exercises their direction of it through their day-to-day oversight and management of the office’s activities.
- IG will, to the maximum extent permitted under law and regulation, safeguard the identity of complainants. IG investigators shall explain to complainants that the use of their testimony and the release of their identities as witnesses, but not as complainants, may be necessary under due process procedures associated with disciplinary or administrative action.
- Issues all shields, credentials, and firearms. Coordinates replacements, upgrades and the retrieval of SFSECIS property upon employment termination or separation.
- Maintains a permanent seat on Selection Boards for promotions, transfers (merit or punitive), and awards nominations. Also maintains a permanent seat on all Boards of Inquiry for Disciplinary Actions.
- May appoint Deputy and/or Assistant Inspectors General, with DIC approval, for a specified limited duration to accomplish identified goals with desired and defined outcomes.
- May sign official correspondence only to the extent necessary to accomplish effective management of the area of responsibility and which does not call for the signature of the Director-in-Charge or Executive Deputy Director.
- Serves as the principal advisor to the Director for issues regarding the efficiency, effectiveness, and integrity of SFSECIS activities and personnel; serves additional duty on the staff of the Star Fleet Inspector General.
- Supervises, reviews, and evaluates the Deputy and/or Assistant Inspectors General performance. Oversees and manages the office’s day-to-day activities. Executes through direction to, and supervision of such authorized subordinates and billeted Support Operations staff.

PURPOSE:
Persons selected for the role of EDDFO will coordinate the activities of all subordinate Field Directorates in order to successfully accomplish the SFSECIS Core Mission Goals of combatting terrorism, deterring foreign intelligence entities, and neutralizing internal/external criminal threats to Star Fleet.
EDDFO is expected to interpret and execute the SFSECIS Strategic Vision and ensure adherence to the required Service Standards of Excellence in all assigned units as established by the DIC and approved by the FJIC.
This is a competitive applicant-based billet. When a vacancy arises, priority is given to evaluating the potential for career progression among qualified internal candidates first. This billet serves at the pleasure of the DIC.
BILLET SPECIFIC RESPONSIBILITIES:
The EDDFO provides leadership and manages the execution of core mission goals through the SFSECIS Strategic Vision and facilitates it through the activities of the four (4) Field Operations Directorates;
o Criminal Investigations Directorate [CRID]

- Accomplishes the SFSECIS investigative and operational missions by ensuring that directorate field offices initiate and aggressively conduct proactive operations; recruit and employ high-level sources to support those operations; conduct investigations, operations, and source handling that meet or exceed agency quality standards; and engage in liaison activities with key and appropriate service components and UFP entities.
- Accountable to the Director for SFSECIS's success in achieving its criminal investigative, anti-terrorism, and counterintelligence mission goals within the scope and capabilities of the Field Operations units.
- Creates administrative and operational reports in a timely manner, at intervals prescribed by regulations. Reviews reports and policy recommendations for accuracy, relevance and consistency with senior guidance and service priorities. Submits such strategic planning documents for the Director’s review, concurrence, and presentation to the FJIC for ultimate approval, as required.
- Directs and the activities conducted by SFSECIS to investigate and defeat the criminal threat posed to Star Fleet and SFMC; responsible for SFSECIS efforts to reduce criminal activity and its impact on all service components.
- Establishes criminal investigative, crime reduction priorities and performance requirements and directs the Criminal Investigative Directorate’s strategic planning efforts. Implements the strategic planning process for the unit under the guidance of the DIC and the Services’ Strategic Vision. Produces final strategic planning products for Director’s approval including annual Unit Strategic Plans, Program Direction Documents, Field Office Tactical, Resource and Staffing Plans.
- May serve as Acting Director if the appointed Director is incapacitated, as duly appointed by SECFLEET. Executes Director-delegated authorities and powers as authorized.
- May sign official correspondence, release general administrative documents and service component messages needed to accomplish investigative and operational matters, and intelligence reporting only to the extent necessary to accomplish effective management of their area of responsibility and which does not call for the signature of the DIC.

BILLET SPECIFIC RESPONSIBILITIES:
NOTE: The precise responsibilities of each ADD will be determined by the nature and function of the assigned Division, however the core job functions will remain consistent across all ADD roles.
- Serves as the Senior Managing Agent for the Division, directs and manages the activities conducted by each of the department and units in their assigned division; establishing, maintaining, and leveraging key partnerships across all divisions/directorates.

- Accomplishes the SFSECIS investigative or operational missions by ensuring that assigned personnel initiate and aggressively conduct proactive operations; recruit and employ high-level sources to support those operations; conduct investigations, operations, and source handling that meet or exceed service quality standards; and engage in liaison activities with key and appropriate service components and UFP entities.
- Accountable to the respective Deputy Director (DD) for the effective management of the Division’s administrative and operational activities; also to ensure that operations are optimally integrated for achieving the objectives of that Division through the delivery of timely, concise, and high-quality products/services according to the specific function of the unit.
- Acts as the primary liaison, overseeing the coordination of collaborative activities among other Field and Support divisions across all Directorates to ensure operational readiness and/or targeted core mission goals.
- Creates administrative and operational reports in a timely manner, at intervals prescribed by regulations. Reviews reports and policy recommendations for accuracy, relevance and consistency with senior guidance and service priorities. Submits such strategic planning documents for the DD’s review, concurrence, and presentation to the EDD for ultimate approval, as required.
- May serve as Acting Deputy Director if the appointed DD is incapacitated, as duly appointed by the DIC. Executes DD-delegated authorities and powers as authorized.
- May sign official correspondence, release general administrative documents and service component messages needed to accomplish investigative and operational matters, and intelligence reporting only to the extent necessary to accomplish effective management of their area of responsibility and which does not call for the signature of the DD.
- Provides leadership, oversees, and manages the day-to-day activities of the assigned Division. Executes through direction to, and supervision of, the subordinate Special Agents in Charge (AG-6) and/or Supervisory Special Agents (AG-5) assigned head to each Major Case Response Team (MCRT) or Technical Specialist in Charge (SP-6) and/or Supervisory Specialists (SP-5) assigned to head each Support Operations Department (SOD).
- Provides personnel recommendations to the Deputy Director for advancement, disciplinary, and termination actions of direct reports. Reviews such recommendations of indirect reports.
Overall command responsibility and oversight of day-to-day management functions within the geographic area of responsibility of the assigned starbase or functional support division. Dependent on the division’s specific focus, these responsibilities may include:
Continually assesses, reviews, and evaluates activities for impact on threat mitigation, operational efficiency, and overall effectiveness; takes appropriate actions to achieve the desired outcomes and correct inefficiencies. Directs and executes oversight to ensure consistent quality and operational excellence of the service’s core mission goals and of the Director’s Strategic Vision.
Ensures that (as applicable) criminal investigations, operations, supply requisitions and source handling are assessed against SFSECIS-approved standards for quality; are aligned against the Director’s Strategic Vision, and Directorate priorities.
Informs and advises through subject matter expertise relative to the organization, allocation, and alignment of resources to mitigate threat and address operational and organizational priorities.
Produces an Annual Division Tactical Plan (ADTP), assessing that division’s performance and capability to exceed performance metrics as specified in the SFSECIS Strategic Vision. Creates administrative and operational reports in a timely manner, at intervals prescribed by regulations. Reviews reports and policy recommendations for accuracy, relevance and consistency with senior guidance and service priorities. Submits such strategic planning documents for the Deputy Director’s review, concurrence, and presentation to the DIC for ultimate approval, as required.
Monitors staffing, disciplinary matters, performance evaluations, and continuing education. Collaborates with supervisors to ensure that all training requirements of all personnel are met prior to deadlines.
Supervises Bureau Chiefs and Department Heads as direct reports, and other field agents, analysts, support specialists and administrative personnel as indirect reports by identifying SWOT components, prioritizing activities, and adjusting resources as necessary.
Represents the respective DD/EDD in all encounters with service component senior officers, planetary law enforcement agencies, intelligence community, and Federation or planetary government officials in geographic area of responsibility or the sphere of functional responsibility.
Tasks the assigned Bureau Chiefs and Department Heads to create administrative and operational reports at intervals prescribed by regulations. Exchanges information and collaborates with internal and external entities across all service components in furtherance of core mission goals. Liaison and engagement focus areas include: Intra-Service, within SFSECIS; Inter-Service, within Star Fleet and Star Fleet Marine Corps, and OSFI; UFP entities (Federation Marshal’s Service).

A Special Agent in Charge (SAC) serves as the senior most of the supervisory grades and as such is responsible for the execution of SFSECIS core mission goals within a geographic and/or functional area of responsibility. SACs have significant combination of accomplishments, education, and experience within the Service, typically a minimum of 8+ years. SACs who demonstrate exceptional capabilities and professional acumen will use this role is a potential platform into the Director-level positions.
Persons selected for the grade of an SAC are placed in operational command of a Major Case Response Team (MCRT) with a combined complement of 40+ Field Agents and Support Specialists. SACs will coordinate efforts among subordinate Field Agents and squads assigned to their MCRT in order to meet/exceed the criminal investigative goals and objectives of SFSECIS.

- Serves as a de facto Chief of Staff to the assigned Assistant Deputy Director; serves as the Lead Agent in all Protective Service Details.

In the absence of a Special Agent in Charge (AG-6), the SSA:
o May be assigned as Bureau Chief for a Major Case Response Team and thus serves as a de facto Chief of Staff to the assigned Assistant Deputy Director;
o May be assigned as Squad Leader for a team of 4 field agents;
o May serve as the Lead Agent in all Protective Service Details.
