DESCRIPTION
The counseling department varies a good deal from ship-to-ship. The ship's counselor is responsible for the mental health of the crew and for advising the captain in matters of shipboard morale. Some ship's counselors go at it alone, others have assistant counselors. There is an enlisted rating of naval counselor. These people are not professional mental health providers, but rather an equivalent of social workers. All ship's counselors have counseling certification from Star Fleet and are assumed to have at least undergraduate degrees (but more often intermediate and advanced degrees) in a related field: psychology, psychiatry, anthropology, or sociology.
The counseling department also advises the XO on matters of shipboard and service protocol and by assuming responsibility for selected tasks. These duties are outlined in detail because the average player may not have had much contact with this particular billet.
Shipboard protocol duties involve: Supervising ship ceremonies while underway, including but not limited to marriages, funerals, change of command, parade reviews, commissionings, and shipwide award ceremonies; acting as the Vice President of the Mess (for formal messes in the wardroom) [Note: The CO is the President of the Mess. In the absence of a protocol officer, this falls to the XO]; handling preparations for diplomatic functions held aboard the ship, and caring for the needs of VIPs and their accomodations; accompanying the CO on casualty calls while in port; assisting legal officers, the captain, and executive officer with the conduct of boards of inquiry, Captain's Masts, and summary court martials while underway.
Mission related protocol officer duties include: advising away team members on local customs, laws, and institutions, especially as they govern the proper treatment of foreign heads of state and other officials; accompanying away teams on formal diplomatic functions or at the request of the XO or CO; lending relevant assistance as requested or required in the protocol officer's own area of professional or academic expertise; and, and participation in the officer-of-the-day rotations where appropriate and if qualified.

DEPARTMENTAL BIOFILES
- NOTE: All NPC biofiles in this packet are in the form of general descriptions. Detailed information is reserved for PC's only.
- All COU characters were created and are played primarily by Kevin Thigpen.
LTJG Malia Baker, Crisis Counselor
- This character is a non-protected NPC.
Name: Malia Becker Current Rank: Lieutenant Junior Grade Position: Crisis Counselor Physical Description: Height: 5'6" Weight: 122 lbs Age: 26 Race: Human (full) Skin Color: Pale Hair Color: Brown Eye Color: Hazel Distinguishing Marks: None Additional Remarks: Malia served as a Crewman Recruit in the scaled down auxiliary services department aboard the hospital ship MCDERMONT during the Dominion War. The MCDERMONT was critically damaged during the Battle for Betazed and limped to the outskirts of that system before the primary planet, Betazed fell. Some makeshift repairs were made to the vessel and her crew, which included Malia as a crewman recruit. The ship remained on the outskirts of the Oort cloud surrounding the Betazed system, avoiding detection. For nearly two months, the MCDERMONT was trapped behind enemy lines and conducted guerrilla raids on Dominion outposts in the system. During this time, Malia served tirelessly addressing the mental health of the crew of the former hospital ship, as well as counseling refuges as they found their way onboard. Being cut off from the rest of the fleet, forced the crew of the MCDERMONT to become extremely resourceful. Faced with these limitations, Malia learned first hand the effects of constant stress and pressure on the humanoid pysche. Following the end of the war, Malia, applied and was accepted to Starfleet where she focused on becoming a crisis counselor. After graduating from Starfleet, she received a billet on the USS CIRCE as an Ensign, and assistant to the ship’s chief counselor. After a few months at this billet, she was transferred to the KIROV, and received a promotion to Lieutenant (Junior Grade).
CR Madeleine Young, Research Assistant
- This character is a non-protected NPC.
Crewman Recruit Madeleine Yeong Name: Madeleine Daniella Yeong Current Rank: Crewman Recruit (CR) Position: Research Assistant Physical Description: Height: 5’5 Weight: 120 lbs Age: 21 Race: Non-Terran Human Skin Color: Slight tan Hair Color: Black Eye Color: Brown Distinguishing Marks: Birthmark on left shoulder blade Additional Remarks: Madeleine possesses an idealism that astounds even some Ensigns in Starfleet. Her status as a Crewman Recruit is due in part to her stubborn refusal to leave onboard duties which she has performed for nearly a year onboard the KIROV to attend the Academy. Her love and passion as a researcher, as well as equal amounts of that love and passion for serving the crew of the KIROV has kept her as a Crewman's Recruit for the last year. Interests: Understanding how to help crewmembers work through mentally challenging issues in their lives. Mental Abilities: Nominal psi abilities (typical human)
Dr. Leonard Talen, Interspecies Counseling Speciailist
- This character is a non-protected NPC.
Name: Leonard Tallen Current Rank: Lieutenant Commander (honorary) Position: Interspecies Counseling Specialist Physical Description: Height: 5'11" Weight: 155 lbs Age: 54 Race: Andorian Skin Color: Blue Hair Color: White Eye Color: Dark Black Distinguishing Marks: Andorian Antennae Additional Remarks: Tallen speaks with an old world accent, British to be specific. Having studied on Earth for a number of years, he picked up this unmistakable accent. Tallen defines the terms stuffy and arrogant. His arrogance is not without reason though. He is very capable at his job and one of the foremost experts in the field of the effects of long term space travel on the humanoid psyche. In addition, his experiences includes service as a first contact specialist on Starbase Epsilon when it was first discovered, and extended service on the MAYFORTH (one of the few Starfleet vessels assigned extended duty in the GAMMA quadrant after the reopening of the wormhole). Tallen has logged more hours than any member in Starfleet conducting studies centered on Xenopyschology of both humanoids and non-humanoids.
PO3 Tristan Ferngolde, Maintenance Specialist
- This character is a non-protected NPC.
Name: Tristan Ferngolde Current Rank: Petty Officer, 3rd Class Position: Maintenance Specialist Physical Description: Height: 6'6' Weight: 220 lbs Age: 21 Race: Klingon and Human Skin Color: dark-pale Hair Color: Black and frizzled, typical Klingon length Eye Color: Dark Black Distinguishing Marks: None Additional Remarks: Tristan has a well earned reputation onboard the KIROV. He is the resident expert on holographic technology. He not only understands the technology well, but he is also an expert at programming it. Tristan serves as the maintenance person assigned permanently to assist the Auxiliary Services department. His technical expertise is typically called upon when a specialty holographic program needs to be written, the shipboard arboretum requires maintenance, or any other special circumstances at the discretion of the ship’s counselor. He is called the “Smiling Klingon due in part to the fact that he is rarely ever caught without a smile on his face. The dour disposition normally associated with Klingons is drowned out by his half human heritage.
