The Bureau of Personnel, or "BuPers," is the department tasked with assigning new and returning ASR players into training (if applicable) and then into the fleet proper. This site is an administrative site only, designed to place the most up-to-date information at the fingertips of the BuPers administrators and unit commanders.
The first step in the BuPers process for all players is completing the biographical file generator, which can be found here. Upon submitting this bio, a member of the BuPers staff will contact you within 48-72 hours about potential assignments open in your area of interest.
The second, and usually final, step in the BuPers process is assignment into the fleet proper. This task is carried out by the Chief of Star Fleet Operations (CSFO), ADM Robert Steele, played by Andy Catterick. Additionally, the CSFO also has a Chief of Staff, who is responsible for all of BuPers' data, including the maintenance of this directory. Currently, this person is CAPT James Wagner, played by Marco Mueller.

What is ASR?
Alt.StarFleet.RPG (or ASR) is a Usenet newsgroup on the Internet. Using email and Usenet, ASR players create an interactive fiction universe based on Star Trek: The Next Generation, extrapolated approximately 40 years after the end of the series. Players create characters and, along with other players, develop stories set around starships, starbases, and the various beings that inhabit both. ASR, founded in 1991, has grown to 17 role-playing units, organized into 3 distinct timelines, involving around 100 players. It continues to grow and prosper.
