Sabine Finch was raised by her parents and enjoyed a stable family life with her brother Jack, who is three years younger than Sabine. He followed her into Starfleet, and is stationed at Starfleet HQ on Earth in San Francisco, and is a LTJG and works in Security there.
 
She attended public schools in Atlanta, Georgia her hometown, and upon graduation from her secondary school, applied and was accepted to Starfleet Academy.
 
Sabine Finch’s time at Academy was routine her first year but in her second year she shifted to a Starfleet Corps of Engineers track toward graduation. Her third year intensified her course work with an emphasis on Sanitary Engineering within the Civil Engineering Corps.
 
Sanitary engineering, the application of engineering methods to improve sanitation of humanoid communities, primarily by providing the removal and disposal of humanoid waste, in addition to the supply of safe potable water, is a branch of civil engineering and a subset of Starfleet Corps of Engineering.
 
Skills within this field are usually employed for the primary goal of disease prevention within humanoid beings by assuring a supply of healthy drinking water and treatment of wastewater, and safe garbage/waste processing to protect inhabited areas from contamination.
 
Compared to electrical engineering or mechanical engineering which is concerned primarily with closed systems, sanitary engineering is an interdisciplinary field that may involve such elements as plumbing, fire protection, hydraulics, life support, and the many divisions within environmental science and environmental technology. A Civil Engineering Corps officer, Lt. Finch is a specialist in Sanitary Engineering, and her primary assignments on SB Serenity involve maintaining and repairing plumbing systems on the Starbase.
 
Secondary assignments in the past have seen her involved in working for Starfleet with other personnel in the Starfleet Corp of Engineers (or other personnel in Starfleet or the Marines) in setting up sanitation and assured water supplies for temporary settlements, refugee encampments, or in areas where existing water supplies and sanitation services have been destabilized by natural disasters or acts of aggression.
 
Sabine has a small scar on her lower back from a boat propeller, a scar she received as a teenager on a weekend outing on a school friend’s boat on a local Georgia lake. She considers the story behind this as a long boring story and isn’t interested in elaborating on the accident. At most she might disclose she was on a boat with friends, at some point when they were idling, she slipped off the back of the boat and somehow managed to slice her lower back on the propeller of the boat motor as she resurfaced. If asked why she never got the scar removed she will usually just defer elaboration, or say it reminds her of her youth.
 
And not disclose that rather than get the immediate treatment that would end their boating fun that day, which would result in no permanent scars but also result in her parents finding out what happened and grounding her, she chose an on-the-boat stitch and bandaging treatment by her friends on the boat to close the wound in her skin and stop the bleeding, and then hide that area of her back from her parents and her brother through the rest of her secondary school years. As a result, she has a small scar. When she went for her Starfleet Academy entrance medical exam, the doctor told her he could remove her scar, but she wasn’t interested by then.  
 
Sabine was drawn to the water at an early age. She enjoyed being on the water, piloting boats, water skiing, and swimming. For her, the decision to study sanitary engineering was one that would enable her to be vital in a way that fulfilled her.
 
She enjoys her job. She knows she’s not suited to administration. She’d rather be getting her hands dirty working to diagnose a problem with water supply or waste management than be sitting behind a desk pushing padds, working on budgets, reviewing acquisition orders, assigning others to do the work,  evaluating personnel, and dealing with processing transfers and the minutiae involved with running a department. She has made Lieutenant and at least so far has no burning ambition to rank higher.
 
She wound up at SB Serenity because there was a general effort to clean house there. Long a base that careers went to die, in the last year, with issues arising with the Ashani disrupting mining efforts, there was an urgency within Starfleet to beef up the support and command on SB Serenity, which was the main Starfleet starbase in this region. A transfer was pitched to her as a challenge. Before coming here, she had been doing her job, essentially the same job, on SB KENAI which was located near the Federation Core, in the Piscium 106 system. SB KENAI was a short hop from SB DELTA and Vulcan. If one pictured the space between Earth, Vulcan, and Alpha Centauri as a triangle, Piscium 106 was located within that triangle, closer to Alpha Centauri than it was to Earth or Vulcan. There was not a lot of action there over the last ten years, and problems were minimal. The base itself had suffered damage from an attack sixteen years ago and had undergone major repair and refit. As such her job there was simple and bordered on boring. So when she was offered the challenge of coming to Serenity and tackling its many problems in the area of her specialty in sanitary engineering, she was ready for the change and accepted the transfer. As of SD 2435.0622, she has been on SB SERENITY for ten months and two days.

Starfleet Commendation for Valor: Awarded to LTJG Finch who demonstrated exceptional bravery and courage in the face of danger during a critical mission while serving on SB KENAI in 2428. This commendation recognizes acts of heroism and selflessness.
 
LTJG Finch was returning to SB KENAI from a visit to Earth on the Runabout HAWKWIND when the runabout received an emergency distress signal from a Starfleet Scout Ship, the Flemming Class HORTONS. The signal was coming from inside an unstable asteroid field.  Overriding the desires of the new runabout pilot and other passengers and outranking them, she ordered them to investigate the distress signal entering the unstable asteroid field.
 
On arrival, they were able to make voice communication with the disabled ship and learned there was a crew of five, life support was failing, propulsion was offline, and three of her crew were struggling to repair the ship. LTJG Finch led two HAWKWIND passengers who were engineering ensigns destined for SB KENAI over to the disabled ship, and found two of the HORTONS’ crew in a safe zone, while the other three were trying fruitfully to conduct repairs on the disabled ship. Finch had the two HORTONS crew beamed over to the runabout as a precaution, and was about to lead the two ensigns from HAWKWIND into the lower deck where repairs were underway, when a catastrophic explosion occurred below them, causing a breach that threatened the lives of all those remaining on board.
 
Despite the imminent danger, Ensign Finch displayed exceptional bravery and quick thinking. Without hesitation, she ordered her two companions beamed back to the HAWKWIND, and on confirming HAWKWIND could not get a transport lock on the two HORTONS crew below her, then entered the compromised section of the vessel, risking her own life to rescue the remaining trapped crew members. Due to radiation leaks, she had to carry them out of the lower deck one at a time, back to the upper deck where one by one they could be beamed over to the HAWKWIND. Once all were safely on board HAWKWIND, the runabout pilot was overwhelmed by the asteroid field becoming increasingly unstable and froze at the controls. LTJG Finch took over for him at the helm, and skillfully maneuvered through debris and hazardous conditions, returning the runabout and the crew of the HORTONS back to SB KENAI.
 
During the rescue operation, LTJG Finch sustained leg injuries but refused to abandon her mission, displaying unwavering dedication to the safety and well-being of her comrades. Her courage under pressure and selfless actions saved multiple lives.
 
LTJG Finch’s exceptional bravery, decisive action, and willingness to put herself in harm's way to save others demonstrate the highest ideals of Starfleet. Her heroic actions during this response mission earned her a well-deserved Commendation for Valor.
 
 
Starfleet Unit Citation: Awarded to Lieutenant JG Finch who served with distinction as part of a highly effective and cohesive team in the remediation of a sanitation system collapse on BEA after a ‘landquake’, and the renovation and restoration of adequate water supply and distribution in the region which supplied water to a community of 250,000 which had been disrupted by the same ‘landquake’. This commendation acknowledges exceptional teamwork, coordination, and overall excellence in executing a mission.
